<br />February 6, 2006 - Work Session <br /> <br />Page <br /> <br />489 <br /> <br />and recommended the gynmasium modifications at its meeting on January 31, <br />2006. <br /> <br />commissioner Freeman commented on the amount of tourism revenue that <br />youth sports bring to Cabarrus County. <br /> <br />Pam Dubois, Deputy County Manager, reported the project could be funded <br />by using existing Capital Reserve funds or by adding this project to possible <br />new debt financing for Cabarrus County Schools. <br /> <br />Mike Downs, Deputy County Manager, stated a policy would be developed <br />with the Schools to include this size of gymnasium in the design of future <br />schools. This would eliminate the need to go through a redesign process. <br /> <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Freeman <br />and unanimously carried, the Board voted to place the request for building <br />modifications (Enlargement of Gymnasium) for the proposed Carl Furr and <br />Charles E. Boger Elementary Schools on the February 20, 2006 Agenda as a <br />Consent item. <br /> <br />Zoning Text Amendment - Change Required Side Yard Setback in Conventional <br />Subdivisions in the Countryside Residential (CR) District <br /> <br />Jonathan Marshall, Commerce Director, presented information on a Zoning <br />Text Amendment to change the required side yard setbacks in the Countryside <br />Residential district. The amendment would reduce the side yard setback from <br />20 to 10 feet single; however, the total setback would remain at 40 feet. He <br />said reducing the setback would allow some flexibility in siting the location <br />of septic tanks in the CR district. A public hearing is required. <br /> <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Freeman <br />and unanimously carried, the Board scheduled a public hearing on Zoning Text <br />Amendment C2006-01(ZT) to change the side yard setback in conventional <br />subdivisions in the Countryside Residential (CR) District at 6:30 p.m. on <br />February 20, 2006. <br /> <br />Zoning Text Amendment - Addition of Commercial Design Standards <br /> <br />Jonathan Marshall, Commerce Director, introduced Susie Zakraisek and <br />reported Ms. Zakraisek was recently promoted from the position of Senior <br />Planner to Planning and Zoning Manager. <br /> <br />Susie Zakraisek, Planning and Zoning Manager, presented information on <br />a proposed Zoning Text Amendment [2006-02(ZT)] to add Section 5-9, C. <br />Commercial Design Standards to Chapter 5 of the Cabarrus County zoning <br />Ordinance. She highlighted the following information: (1) The Towns of Mt. <br />Pleasant and Harrisburg adopted the Commercial Design Standards; (2) Appeals <br />will be heard by the Cabarrus County Board of Adjustment; (3) The Cabarrus <br />County Planning and Zoning Commission unanimously endorsed the text amendment <br />at its January 19th meeting; and (4) A public hearing is required. <br /> <br />MS. Zakraisek responded to <br />process and which board would make <br />the commercial design standards. <br /> <br />several questions concerning the appeal <br />the final decision on appeals related to <br /> <br />Board Members expressed a desire to have appeals brought before the <br />Board of Commissioners for final consideration instead of the Board of <br />Adjustment. <br /> <br />Mr. Marshall reported staff will prepare options for the appeal process <br />for presentation on February 20. <br /> <br />UPON MOTION of Commissioner Freeman, seconded by Commissioner Privette <br />and unanimously carried, the Board scheduled a public hearing on Zoning Text <br />Amendment [C2006-02(ZT)], Commercial Design Standards, at 6:30 p.m., on <br />February 20, 2006. <br /> <br />Sewer Line Easement at Concord Middle School and Budget Amendment <br /> <br />Jonathan Marshall, Commerce Director, reported a private development <br />company desires to purchase a short easement to construct a sewer line across <br />County property on NC Highway 73 East at Concord Middle School and Irwin <br />Elementary. Representatives from Cabarrus County Schools negotiated a sales <br />price of $5,000.00 and in the past the money from such sales has gone to the <br />schools that are affected by the sale. He said the easement will be <br />dedicated to the City of Concord after construction of the sewer line. <br />
