<br />February 9, 2006 - Recessed Meeting <br /> <br />Page <br /> <br />496 <br /> <br />UPON MOTION of Commissioner Privette, seconded by Commissioner <br />Carpenter and unanimously carried, the Board agreed to establish a joint <br />committee, consisting of vice Chairman Juba and Commissioner Privette, along <br />with two representatives from the Midland Town Council, a community <br />representative and a Youth League representative to further study the <br />possible rehabilitation and reuse of the former Bethel Elementary School <br />Building, including costs and financing of such a project. <br /> <br />The Midland Town Council also voted unanimously to establish the joint <br />committee. Town Council Members Kathy Kitts and Chip Furr will represent the <br />Town on the committee. Sarah Morrison volunteered to serve as a community <br />representative. Also, Scott Hamilton will serve as a representative of the <br />Youth League. <br /> <br />Bill Hughes of Yates Chreitzburg Hughes Architect (YCH) agreed to work <br />with the committee. <br /> <br />David McNair stated the need for ballfields in that area of the county <br />and questioned assistance by the County Parks and Recreation Department. <br /> <br />Commissioner Freeman explained the process for submitting annual <br />incentive grant proposals to the Parks and Recreation Department. <br /> <br />Town Council Member Kathy Kitts commented on the need to build a park <br />in the Midland area. She also stated that Midland needs to be represented on <br />the Cabarrus County Parks and Recreation Commission. There is currently a <br />member representing Townships 9 and 10 on the Commission. <br /> <br />Chairman Carruth reported there are plans to update the Livable <br />Community Blueprint which will identify park needs throughout the county. <br /> <br />School Board Member Grace Mynatt explained that the Schools work with <br />the Parks and Recreation Department to provide recreational areas and larger <br />gyms as new schools are constructed. <br /> <br />There was further discussion regarding potential <br />former Bethel School site. The possibility of <br />professionals in the Midland area donating labor <br />renovation of the school property was also addressed. <br /> <br />future uses of the <br />individuals and/or <br />to assist with the <br /> <br />Chairman Carruth asked that the committee provide a report by mid-April <br />regarding its progress in developing a scope of work for the project. <br /> <br />Mayor Crump opened the meeting for public comments. <br /> <br />Johnny E. King, Jr., presented a proposal for the development of a town <br />hall, library, police station, ballfields, etc., on a 48 t acre tract of land <br />on Highway 601. He stated the cost of the land would be approximately $1. 5 <br />million with improvements estimated at $6 to $9 million. He discussed the <br />formation of an athletic association as a part of this development plan. <br /> <br />Adjournment <br /> <br />UPON MOTION of Commissioner Privette, seconded by Vice Chairman Juba <br />and unanimously carried, the meeting was adjourned at 7:35 p.m. <br /> <br />J~ 3-,~ <br /> <br />Clerk to the Board <br />
