March 20, 2006 - Regular Meeting Page 531 WHEREAS, the Cannon School Varsity Girls Swim Team won the NCISAA State 2A Title with a total of 129.50 points - more than 50 points above the second place team, and WHEREAS, the Cougars Swim Team enjoyed first place finishes in the 200 medley relay; both 50 and 100-yard freestyles; the 100-yard breaststroke and the 400-yard freestyle relay, and WHEREAS, the Cannon swimming competition conference all season. School Cougars have won consecutive state titles in for the past three years and were undefeated in their NOW THEREFORE, BE IT RESOLVED that the Cabarrus County Board of Commissioners do hereby proclaim the week of March 20, 2006 as Cannon School Cougars Week in Cabarrus County and call upon all citizens to join in saluting each team member of the Varsity Boys Basketball Team and the Varsity Girls Swim Team, Athletic Director and Basketball Coach Ron Johnson, Swim Team Coach Denise Weatherford, and all others associated with the athletic program at Cannon School. Sergeant Horton stated it had been an honor and privilege to work with the Sheriff's Department and to serve the citizens of Cabarrus County. (C-4) Litter Sweep Spring 2006 Commissioner Carpenter read a proclamation issued by N. C. Governor Mike Easley proclaiming April 17 - 30, 2006, as "SPRING LITTER SWEEP" time in North Carolina. She urged local residents to participate in the roadside cleanup efforts. (C-5) Recognition of Commissioner Carpenter on Appointment Chairman Carruth recognized Commissioner Carpenter on being selected to serve on the Crime, Justice, Terrorism and Substance Abuse Committee of the National Foundation of Women Legislators. (D) INFORMAL PUBLIC COMMENTS Chairman Carruth opened the meeting for Informal Public Comments at 6:55 p.m. He stated each speaker would be limited to three minutes. Bill Smith, resident of 504 Dodge Street, Kannapolis and past President of the Building Industry Association, suggested a stakeholders committee be created to identify and analyze the ten most important issues, including workforce, housing and alternate forms of financing, etc., facing Cabarrus County during the next 10 - 15 years. He said the committee would develop plans/strategies to deal with the issues and regularly report their progress. Secondly, he suggested stakeholders travel to Raleigh to help lobby for alternative forms of financing for local governments. Dr. Martha Bramlett, resident of Fox Chase Drive, Davidson and parent of a child attending Odell Elementary, asked the Board to stop talking about building the Odell replacement school and start building it.
