Mr. Day also asked Rich Koch, Acting County Attorney, to comment on a possible appeal of the County's Conditional Use Permit (CUP) that was approved by the Concord Planning and Zoning Commission. Mr. Koch reviewed the appeal process and the period during which an appeal may be filed. He reported the appeal, if filed, would be heard by the Concord City Council. Mr. Koch reported he had not been made aware that any appeal had been submitted as of the close of business on this date. Chairman Carruth requested a comparison report of the Brunswick County jail facilities. Commissioner Carpenter reported the $60 million dollar price tag of the Law Enforcement Center was in the ballpark based on conversations with other members of the National Association of Counties (NACo) Public Safety Steering Committee. She asked Commissioner Privette to share the information he had received from Mr. Harkins. (E-3) Update on Illegal Immigration Resolution commissioner Privette inquired if a committee had been appointed to study the illegal immigration issues that were discussed at the January 2006 meeting. This committee was to be similar to the committee appointed in Charlotte by Mayor McCrory. John Day, County Manager, reported the Board directed him to meet with the cross-cutting issues study group (Social Services Director, Aging Director, Cabarrus Health Alliance Director, piedmont Behavioral Healthcare Area Director, and Cabarrus County and Kannapolis City School Superintendents) to consider the possible membership of a task force such as the one in Charlotte. He said the study group had met only once since the Board's directive and that meeting ended hastily without completing its Agenda. He said the group tried to meet in March, but were unsuccessful. possible meeting dates for April were sent out and the group may be able to meet during the second week of April. However, he reported it was very difficult to get this group together and that he had no direct control over the attendees except the Director of Aging. vice Chairman Juba encouraged Board Members to attend a workshop entitled, uThe Changing Face of the New South Latinos in the Greater Charlotte Region". The one-day workshop will be held on April 24th at the University of North Carolina Charlotte Urban Institute. Commissioner Carpenter commented on the new pilot program implemented by the Mecklenburg County Sheriff's Department on illegal immigrants. She said she discussed the program with Sheriff Riley and learned Cabarrus County was already doing many of the same tasks as the pilot program. Further, she commented on the number of immigration bills currently being considered by Congress. She reported a group of mayors, commissioners, etc., from across the country was looking at the immigration problem, including what can be done at the local level and the possibility of federal reimbursements for local funds spent on illegal immigrants. The Board asked Chief Deputy Paul Hunt how many illegal immigrants were currently in the Cabarrus County Jail. Chief Deputy Hunt stated he could not say how many illegal immigrants were currently in the Jail. He reported on processes that are followed, including contact with Immigration and Naturalization Services (INS), when immigrants from any country are convicted of a felony. He also commented on the difficult and lengthy process of determining if someone was an illegal immigrant and the increasing problem with gangs. Commissioner Privette asked Chief Deputy Hunt for a report on the number of illegal aliens in the Cabarrus County Jail. (F) CONSENT AGENDA (F-l) Tax Refund and Release Reports - February 2006 UPON MOTION of Commissioner Privette, seconded by Commissioner Carpenter and unanimously carried, the Board approved the February 2006 Release - Refund Report as submitted by J. Brent Weisner, Tax Administrator, and authorized the Tax Collector to process the refunds and releases.
