February 5, 2007 (Work Session} <br />Page 252 <br />UPON MOTION by Commissioner Privette, seconded by Commissioner White <br />and unanimously carried, the Board scheduled a public hearing for February <br />19, 2007 at 6:30 p.m. <br />Ware Bonsall Contract Amendment No. 10 <br />Kelly Sifford, Community Development Manager, presented Amendment No. <br />10 to the contract with Ware Bonsall Architects, Inc. for the Law Enforcement <br />Center project. She reported the amendment changes the wording from "Single <br />Prime General Contractor" to "Construction Manager at Risk", and there is no <br />cost associated with this amendment. She also reported the County Attorney <br />has reviewed the amendment and found everything to be satisfactory. <br />By consensus, the Board agreed to place Contract Amendment No. 10 with <br />Ware Bonsall Architects on the February 19, 2007 Agenda as a Consent item. <br />Ware Bonsall Contract Amendment No. 12 <br />Kelly Sifford, Community Development Manager, presented Amendment No. <br />12 to the contract with Ware Bonsall Architects (WBA), Inc. for the Law <br />Enforcement Center project. She reported there is a certain amount of hours <br />included in the original contract with Ware Bonsall Architects for on-site <br />management. She said the County has an option to have its own on-site <br />management or to purchase additional on-site management with WBA. She said <br />the County did not pick up that portion of the contract and are using up the <br />on-site administration hours in the current contract quickly. She said the <br />proposed amendment would add $80,000.00 ($10,000 per month for eight months) <br />for additional construction administration hours to the contract with WBA. <br />Jonathan Marshall, Commerce Director, reported Pete Cayado and Paul <br />Bonsall with WBA are present and available to answer questions the Board may <br />have. <br />Pete Cayado, Ware Bonsall Architects, reported approximately 96 site <br />visits were included in the original contract and that approximately 65 site <br />visits have been held as of the end of the month. He said there is a long <br />way to go on the project with only 31 visits remaining. He said this <br />amendment would allow WBA to have a person on-site full time for all three <br />buildings. <br />Mr. Cayado and.Mr. Bonsall responded to a variety of questions from the <br />Board including why an architect is needed on the site full time; supervision <br />of subcontractors; the timeframe the 96 visits was to cover; etc. Responses <br />from the Architects included the following: approximately 20 days a month <br />(including some weekend days) are needed on site because of the complexity of <br />the project itself; construction problems or better construction methods <br />could be identified earlier in a proactive more efficient approach; and as a <br />result, may reduce the amount of time the contractor is on site. <br />John Day, County Manager, suggested County staff talk with Ware <br />Bonsall Architects and Turner Construction and bring this request back to the <br />Board for consideration in March 2007. <br />Text Amendment <br />Wing Ordinance <br />06-06-zT) <br />Susie Zakraisek, Planning & Zoning Manager, presented a proposed text <br />amendment for minor subdivisions to Chapter 5 of the Cabarrus County Zoning <br />Ordinance, Section 5. 5, Conventional Subdivision Standards, Section C. <br />At the request of Commissioner Privette, Ms. Zakraisek defined a minor <br />subdivision. <br />Ms. Zakraisek reported there were two different standards proposed - <br />one for the AO (Agriculture/Open Space), CR (Countryside Residential) and LDR <br />(Low Density Residential); and the second would be for MDR (Medium Density <br />Residential) and HDR (High Density Residential). <br />Ms. Zakraisek responded to several questions from the Board. <br />UPON MOTION of Commissioner White, seconded by Commissioner Privette <br />and unanimously carried, the Board scheduled a public hearing on February 19, <br />2007 at 6:30 p.m. for the proposed text amendment to Chapter 5 of the <br />Cabarrus County Zoning Ordinance, Section 5.5, Conventional Subdivision <br />Standards, Section C. <br />
