March 12, 2007 (Work Session) Page 291 The Board took a short recess at 5:26 p.m. The meeting reconvened at 5:33 p.m. Change Order No. 2 - North Cabarrus Park Phase III and Budcet Amendment $49,178.00 Steve Little, Parks and Recreation Director, presented Change Order No. 2 totaling $49,178.00 and related budget amendment for the North Cabarrus Park Phase III project. He attributed the need for additional funding to poor soil conditions and requested the use of contingency funds. UPON MOTION of Commissioner Privette, seconded by Commissioner White and unanimously carried, the Board agreed to place Change Order No. 2 and associated budget amendment for the North Cabarrus Park Phase III project on the March 26, 2007 Agenda as a Consent item. eet for Architectural &'unda to Fast Track t1 On and Renovation of von +;..ni n.,;ia: ..._ Will Crabtree with Kannapolis City Schools, requested additional funding to fast track three projects at the A. L. Brown High School. The projects included: purchase of land, a classroom wing addition and renovation of the vocational building. He identified the following reasons for fast tracking the funding: the option on the land purchase expires in January 2008, a shortage of classroom space, the addition of a Freshman Academy in FY 07/08, and an outdated vocational building. Mr. Crabtree responded to questions from the Board including the location of the new school, an estimated budget for the projects, capacity of the existing facility, the need for an assistant principal for the Freshman Academy, etc. There was also discussion on where this project would fit into the 15-year plan. Board members requested additional information on growth, project target dates, etc. UPON MOTION of Commissioner White, seconded by Vice Chairman Juba and unanimously carried, the Board voted to place the request for architectural funds to fast track the A. L. Brown High School wing addition and renovation of the vocational building on the March 26, 2007 Agenda as a New Business item. Classification & Compensation Review Studv Don Cummings, Human Resources Director, presented the Classification and Compensation Review study. The intent of the study is to stabilize the compensation package, enhance recruitment and retention efforts, to establish consistent pay scales for employees and allow for a smoother more consistent process to be completed on an annualized basis. He said Springsted, Inc., studied 226 position classes and recommends lOB positions be reclassified to a higher grade and four to a lower grade. He reported the total implementation cost is $136,300.00. He also commented on problems associated with the 10 percent maximum annual salary increase policy and asked that it be waived for implementation of the study. He also reviewed the methodology used to prepare the study. John Day, County- Manager, stated a representative from Springsted, Inc., could be present at the regular meeting to answer questions the Board may have. He said this review process is undertaken every two years and is a budgeted item. He asked the Board to consider removing the 10 percent salary cap because there are other policies that govern pay increases and stated it is not fair to penalize employees that perform well. UPON MOTION by Vice Chairman Juba, seconded by Commissioner Mynatt and unanimously carried, the Board agreed to place the Classification & Compensation Review Study on the March 26, 2007 Agenda as a Consent item. Pam Dubois, Deputy County Manager, presented a request from Cabarrus County Schools for an additional $125,000.00 for engineering fees to continue to fast track the new Northwest area high school.
