March 12, 2007 (Work Session) Page 294 schools affected by this subdivision were identified by Ms. Watts as W. M. Irvin Elementary, Mt. Pleasant Middle School and Mt. Pleasant High School. UPON MOTION by Vice Chairman Juba, seconded by Commissioner Mynatt and unanimously carried, the Board voted to place the Consent Agreement for the Beckenham Subdivision on the March 26, 2007 Agenda as a Consent item. HOME Program Public Hearing Jonathan Marshall, Commerce Director, reported the County belongs to a housing rehabilitation consortium that includes the jurisdictions of Cabarrus, Rowan and Iredell Counties with the City of Concord serving as the lead agent. He said Cabarrus County will receive $124,893.00 for housing rehabilitation activities and $8,326.00 for administrative activities. He also reported a twenty-five percent match is required to participate in the program and the County is required to hold a public hearing to generate interest in the program. In closing, he said no other action is required except to hold a public hearing. UPON MOTION by Commissioner White, seconded by Commissioner Privette and unanimously carried, the Board scheduled a public hearing on the HOME Program for March 26, 2007 at 6:30 p.m. under New Business. Subdivision Inventory Spreadsheet Chairman Carruth asked Jonathan Marshall, Commerce Director, asked to have the data contained in the Subdivision Inventory Spreadsheet presented in an easier-to-read format. , Mr. Marshall stated he and Kassie Watts, Planner, had discussed sorting the data by community and calculating the income generated by the adequacy fee and build-out schedule. He also reported the build-out schedule is tracked monthly and can be provided to the Board. There was a discussion on extending build-out schedules even further based to alleviate school overcrowding and how the draft Adequate Public Facilities Ordinance addresses school overcrowding. List of Additional Agenda Items & Change Order No. 10 - Ware Bonsall Architects John Day, County Manager, distributed the list of additional agenda items and pointed out that Ware Bonsall Architects' Change Order No. 10 is on the March Consent Agenda to table the item to the April meeting. He explained the item was tabled in February to the March meeting, but all the issues have not been resolved. There was no objection or changes to the list of additional agenda items. Report on Mayor's / Manager's Breakfast Meeting Chairman Carruth briefly reported on the Mayor's/Manager's Breakfast meeting that was recently held. He also announced that a brief and reception will be held on April 26 by the Charlotte Regional Partnership for the 16- county region. Tax Increment Financing (TIF) - Request for Citizen Input Commissioner White MOVED to include a five-to-ten minute public comment period under Old Business at the agenda work session meetings and regular meetings until the Board makes its decision on TIF for the N.C. Research Campus. There was discussion on the need to educate the public on TIF in a balanced manner in addition to receiving comments and the best way to accomplish this task. It was agreed that a blue comment card, similar to the yellow public speaker's card, would be used for the TIF. Commissioner Mynatt seconded the motion. There was further discussion. Issues addressed included the following: on how to educate and answer the publics' questions on TIF; the use of the County's website and Channel 22 to inform the public; the amount of planning and preparation needed to conduct educational workshops; the potential for criticism; etc.
