June 18, 2007 (Regular Meeting) Page 418 <br />program is funded through the North Carolina Office of Economic Opportunity. <br />There is no county match required for this program. <br />UPON MOTION of Commissioner Privette, seconded by Commissioner White <br />and unanimously carried, the Board approved the contract for Weatherization <br />and HARRP grant programs and authorized the Chairman to execute the contract. <br />(G) NEW BUSINESS <br />(G-15) Resolution to Create a Policy for the Advanaement of School Adeguaw <br />(#2005-05) Update , <br />Jonathan Marshall, Commerce Director, reviewed the major changes to the <br />Resolution to Create a Policy for the Advancement of School Adequacy. The <br />proposed changes included the following: including the direct school capacity <br />costs incurred by the County for a single family home, townhouse and multi- <br />family as defined by the 2006 TischlerBise study; site plan approval for <br />multi-family development; the percentage of adequate school capacity; the <br />voluntary mitigation payment percentage; and reimbursement vouchers for non- <br />profit housing agencies. He also responded to numerous questions on school <br />capacity and construction indexes. A general discussion followed. <br />UPON MOTION by Commissioner Privette, seconded by Commissioner White <br />and unanimously carried, the Board set the adequate school capacity <br />percentage at 110 percent for Cabarrus County & Kannapolis City Schools. <br />Next, the Board considered the percentage of adequate public facilities <br />fee and a lengthy discussion was held. Items addressed included the <br />following: attacking the school adequacy issue from other angles as <br />identified in the County Manager's Budget Message; possibly implementing the <br />Pennies for Progress program; performing traffic impact studies in-house; <br />increasing the voluntary mitigation payment; and the State's financial <br />responsibility relating to education. <br />Vice Chairman Juba made a MOTION to set the voluntary mitigation <br />payment at 65 percent of the capital costs incurred by the County for school <br />construction as defined by the 2006 TishlerBise study and to approve the ' <br />revised resolution. Commissioner Privette seconded the motion. <br />After a few comments from Chairman Carruth, the MOTION unanimously <br />carried. The resolution is as follows: <br />Res. No. 2007-19 <br />Resolution to Create a Policy for the Advancement of School Adequacy <br />WHEREAS, the Cabarrus County Board of Commissioners has demonstrated that <br />education is its top priority through the funding of construction of twelve <br />elementary schools, four middle schools, two high schools and numerous <br />additions and improvements to existing schools over the last fifteen years; <br />and <br />WHEREAS, the development and homebuilding industries are an important part of <br />the local economy; and <br />WHEREAS, a study by Tischler and Associates for Cabarrus County in 1996 found <br />that the direct school capital cost incurred by the County is $8,067 per unit <br />for houses in transitional areas; and <br />WHERAS, an update to that study in 2006 by TischlerBise (formerly Tischler <br />and Associates) determined the direct school capacity cost incurred by the <br />County to be $12, 925 for a single family home, $6, 590 for a townhouse and <br />$5,988 for multi-family and other; and ' <br />WHEREAS, new homes constructed in these developments will be subject to <br />property taxes which in part will offset the incurred capital cost; and <br />WHEREAS, new development continues to be approved within the unincorporated <br />areas of Cabarrus County after a review of the adequacy of services based on <br />the Cabarrus County Subdivision Regulations Chapter 9, Section 17 "Adequate <br />Public Facilities Standards"; and <br />WHEREAS, new development will be reviewed based on revised adequate <br />facilities standards to be included in the Cabarrus County Zoning Ordinance; <br />and <br />
