He said the names of several nonprofits were mentioned at the meeting, but none have been contacted yet. He also reported Midland's top priority in their strategic plan is the preservation of the old Bethel school which would benefit all citizens south of Highway 99. Commissioner Carruth responded to questions from the Board related to future meetings. He also commented on the submission of a second proposal by a gentleman who is in the process of forming a nonprofit organization to provide services to the mentally ill and developmentally disabled adults. In this proposal, Commissioner Carruth said the 5700 building would be used to house these services. Meanwhile, he said discussions are ongoing. Animal Protection 6 Preservation Advisory Committee - Pet Awareness Month Commissioner Carruth presented the following information related to weekly activities in May, sponsored by the Animal Protection & Preservation Advisory Committee, as "Pet Awareness Month": (1) recognize "Franta", the County's first retiring bomb detection service dog; (2) encourage responsible pet ownership; (3) draw attention to animal cruelty and neglect; (9) spay- neuter programs; etc. He asked that a resolution declaring May 2008 as Pet Awareness Month be adopted and the County's first service dog be recognized on his retirement from the K-9 Unit. There was a general consensus among the Board to recognize Franta on his retirement from the K-9 Unit on the May 19, 2008 Agenda as a Recognitions and Presentations item. Note: the resolution declaring May 2008 as Pet Awareness Month was placed on the April 21, 2008 agenda as a Consent item. Scheduling of a Pre-Budget Meeting Chairman White suggested the Board meet to review the preliminary FY 08-09 budget in order to be prepared for the May budget meetings. After checking their calendars, the Board agreed to meet on Thursday, April 29, 2008 at 10:30 a.m. in the Multipurpose Room. Central Area Land Use Plan Commissioner Mynatt stated the general public is unaware of opportunities for the public to attend the Central Area Land Use planning meetings at the Arena. She asked everyone to help spread the word. It was noted that information was mailed to affected property owners. Monroe Gas Pipeline - Update Based on recent newspaper articles, Richard Koch, County Attorney, reported the City of Monroe is rerouting its natural gas pipeline; thereby eliminating the potential for litigation between Midland and the County. He said research is ongoing for a declaratory judgment (public use, public benefit) and commented on a lack of standing. He also responded to questions related to the Voluntary Agricultural District's review of any condemnations within the Agricultural District.
