April 7, 2008 (Work Session) <br />Page 776 <br />Park Stone West, LLC., (321 North Graham Street, Charlotte, NC <br />28202) is requesting a reservation of capacity for the Founder's <br />Reserve subdivision, which consists of 43 single-family <br />residential lots on +/- 42 acres located off Highway 99 behind <br />the Eldorado Hills subdivision in Harrisburg, North Carolina. <br />School Capacity Review <br />The Founder's Reserve subdivision will produce 25 students. The <br />schools impacted by the subdivision .are Pitts School Road <br />Elementary School, J. N. Fries Middle School and Hickory Ridge <br />High School. <br />The County's Capital Improvements Plan (CIP) includes <br />construction of a new middle school in 2010 south of Harrisburg <br />that would relieve C.C. Griffin Middle School and J. N. Fries <br />Middle School. The CIP also includes a 200 seat <br />addition/renovation to J.N. Fries Middle School in 2010. <br />The CIP includes a new high school for 2011 in the west central <br />area of the county. This school would provide relief to Hickory <br />Ridge High School, Central Cabarrus High School and Jay M. <br />Robinson High School. <br />The following table indicates available and planned school <br />capacity, based on current conditions and the CIP: <br /> Current Planned Planned <br /> Available Capacity Capacity <br />School Capacity 2 Yrs 5 Yrs <br />Pitts School Road <br />Elementary -47 -97 -97 <br />J.N. Fries Middle <br />School -18 536 538 <br />Hickory Ridge High <br />School 399 399 959 <br />This table assumes that no redistricting occurs either before or <br />after the new schools planned or under construction are opened. <br />Adequacy Determination <br />As illustrated above, adequate school capacity does not exist <br />currently for this subdivision, nor does it exist at the two year <br />and five year review levels. (Note that according to Section 15- <br />11, Number 4, of the APFO, "...future available capacity must be <br />"...equal to or greater than the projected enrollment that will be <br />produced by the proposed development for all school types," not <br />just one or two.) <br />Recommendation <br />Based on the direction of the Board of Commissioners, until <br />changes are implemented in the ordinance, staff proposes the <br />following: <br />1. The project is subject to the following phasing schedule: <br />In 2008, no more than 9 single-family residential lots platted; <br />In 2009, no more than 5 single-family residential lots platted; <br />In 2010, no more than 5 single-family residential lots platted; <br />In 2011, no more than 5 single-family residential lots platted;- <br />In 2012, no more than 5 single-family residential lots platted; <br />In 2013, no more than 19 single-family residential lots platted. <br />2. Mitigation payment of the pro-rata share of the cost o£ <br />planned capacity, which equals $8,617.00 per single-family <br />residential lot, payable prior to final platting. <br />Vice Chairman Juba MOVED to place the Reservation of Capacity <br />Certificate for the Founder's Reserve Subdivision Project on the April 21, <br />2008 Agenda as a New Business item. Commissioner Mynatt seconded the motion. <br />Richard Koch, County Attorney, reported this property is considered to <br />be a part of the old Preserve at Grayson Ridge, which is now the Epic Project <br />in Harrisburg. He said there are some unresolved questions related to <br />whether the property was rezoned to the P.(1>D. (Planned Dnit Development) <br />zoning classification and part of the Epic Project. He further reported the <br />Developer believes Founder's Reserve Subdivision Project should be <br />
