June 16, 2005 (Regular Meeting) <br />Page 875 <br />7) Buffer. In the event the facility abuts residential <br />property, level one buffering must be implemented. See <br />Chapter Nine, Landscaping and Buffer Requirements. <br />8) Access. The parcel must have frontage on a major or minor <br />thoroughfare. Proposed access points must be approved by <br />NCDOT. <br />9) Parking. The facility must provide two parking spaces for <br />the owner/operator, plus one for every four persons in <br />attendance, for the duration of the reception event. Service <br />providers (caterers, etc.) should be included in this <br />calculation. The parking area must be grassed (no <br />impervious). However, handicap accessible parking is <br />required to be an improved/hard surface and to meet <br />requirements of the North Carolina State Accessibility Code <br />and Section 10-5.3. of this ordinance. No on-street parking <br />is permitted. <br />10)Meals. Other than as part of the reception events, no meals <br />shall be served to the general public on the site. <br />11)Accessory uses. The following accessory uses may be permitted <br />as incidental to and limited to the patrons of the principal <br />use: <br />•playground <br />•bathroom facilities <br />•aesthetic (gazebo, barn, etc.) features <br />12)Signage. Signs for Reception Facilities shall meet the <br />requirements of Chapter Eleven (Standards for Permanent <br />Signage in Residential Districts) of the Cabarrus County <br />Subdivision and Zoning Ordinance: <br />•One detached sign per premises, located outside of street <br />right-of-way and site distance triangle. Maximum sign area <br />- sixteen feet, maximum sign height - four feet <br />•One attached sign per premises (as a substitute for a <br />ground/detached sign). Maximum sign area - five feet <br />Amend Chapter Eight, Conditional Uses, Table Three: Uses & Zones in <br />Which They Are Conditional <br />• RENUMBER the following uses: <br />Mobile Home Parks (from #27 to #10) <br />Multimedia Production & Distribution Complex (from #10 to #11) <br />Nurseries/Daycare Centers (from #11 to #12) <br />Public Service Facility (from #12 to #13) <br />Public Use Facility (from #13 to #19) <br />Race Complex (from #19 to #15) <br />Race Track, Animal/Mechanical (from #15 to #16) <br />Recreational Facility, Outdoor (from #16 to #18) <br />Religious Institution (351 seats or more) (from #17 to #19) <br />Religious Institution with School (from #18 to #20) <br />Rest/Convalescent Home (10 or more homes) (from #19 to #21) <br />Restaurant with Drive-Thru Facility (from #20 to #22) <br />Retail Sales, Shopping Centers of 100000SE or More (from #21 to <br />#23) <br />Single Family Residential and Mobile Home, Class I (from #26 to <br />#29) <br />Slaughterhouse/Meat Packing (from #22 to #25) <br />Trade & Vocational Schools (from #23 to #26) <br />Truck Stop/Truck Terminal (from #24 to #27) <br />Trucking Terminal, Heavy Equipment Sales & Service (from #25 to <br />#28) <br />Wireless Telecommunications Services (from #28 to #29) <br />Veterinarian/Animal Hospital/Commercial Kennel (from #29 to #30) <br />• ADD the following uses: <br />Reception Facilities (#17). Reception Facilities will be permitted <br />in Aq/Op and CR zones, and will be designated with an asterisk (*) <br />in the corresponding zoning column. <br />• DELETE the following use/language: <br />26.
