Robinson High School, and the remaining At -Large position.' UPON MOTION of Commissioner Measmer, seconded by Commissioner Burrage and unanimously carried, the Board appointed Cooper McAuley to the Cabarrus County Youth Council representing Central Cabarrus High School to fill a vacant term with a new expiration date of June 30, 2013. By the same vote, the Board appointed John "Erik ", Taylor to the Cabarrus County Youth Council representing the At -Large Covenant Classical position for an unexpired term ending June 30, 2013. (H -3) Appointments and Removals - Cabarrus County Active Living and Parks fnmmiccinn At the October 18, 2012 Active Living and Parks Commission meeting, new by -laws were adopted. In the '',by -laws, the Commission voted unanimously to remove one At- Large seat to be replaced with one member from the Senior Centers Advisory Council. At the January 17, 2013 meeting, the Active Living and Parks Commission voted unanimously to recommend the reappointment of Tracy Broome and John Parker and also the appointment of Michael Andrew Coley. The terms of appointment for Margaret Houston, John Parker, and Tracy Broome will end January 31, 2013. It is requested to remove the names of Margaret Houston and Clara Swallows (At -Large Seat) from the roster. According to the By- laws,', Article IV Section 2, The Active Living and Parks Commission shall be composed of ten (10) Cabarrus County Citizens, one (1) Sr. Centers Advisory Council Member, and one (1) representative from the Cabarrus County Board of Commissioners serving as a non - voting liaison. UPON MOTION of Commissioner Burrage, seconded by Commissioner Measmer and unanimously carried, the Board reappointed John Parker and Tracy Broome to the Active Living and Parks '',Commission (ALPC) for three -year terms ending January 31, 2016; appointed Michael Andrew Coley to the ALPC for a three -year term ending January 31, 2016; removed one At -Large Seat to be replaced by a Senior Centers Advisory Council Member; and removed Margaret Houston and Clara Swallows from the ALPC roster and thanked them for their service. (I) REPORTS (I -1) Cardinal Innovations Healthcare Solutions - 2 nd Quarter FY 2013 Dashboard Report for Mental Health, Intellectual /Developmental Disabilities and Substance Abuse Services The Board received the 2 Quarter FY 2013 Dashboard Report for Mental Health, Intellectual /Developmental Disabilities and Substance Abuse Services for informational purposes as part of the Agenda. The report included the following information: • County Funded Programs • Number of Consumers Served by Funding • Registry of Unmet Needs for Cabarrus County • Number of Consumers Served and Expenses by Service Category • Innovations - Consumers Served and Costs of Services • Provider Information for Cabarrus County - Number of Consumers Served and Payments' • Detailed Services by Provider and Number of Consumers Served (I -2) County Manager - Monthly ',Reports on Buildinq Activit The Board received the Cabarrus County Construction Standards Dodge Report for January 2013 and the Cabarrus County Commercial Building Plan Review Summary for January 2013 for informational purposes as part of the Agenda. No action was required of the Board. (I -3) Finance - Release Titles' of Several Cabarrus County Schools (WR Odell Elementary School An update on the release ',titles of several Cabarrus County Schools was received as part of the Agenda.' No action was required of the Board.
