March 4, 2013 (Work Session)
Page 1440
the request is coming back to the Board to approve the new total
acreage of .80 for $24,300.00. In the past the Board of
Commissioners have designated proceeds from land purchases at
schools to the affected school. A budget amendment is also
attached that shows the anticipated revenue and assigns it to
Winkler Middle School.
Richard Koch, County Attorney, advised a resolution is required due to
the financing involved.
County Manager - One Time Funding Senior Center Expansion
Jonathan Marshall, Deputy County Manager, presented the following
information related to the one -time funding Senior Center Expansion:
The Board of Commissioners requested that County staff study
options to provide additional instructional and exercise space at
the Senior Center in Concord and approved Morris Berg Architects
to perform that work. The results were presented to the Board
and to the Senior Center Advisory Committee and the third option
was chosen. This item is being presented for approval as a one-
time spending project in the FY2013 Budget with a cost of
$390,000.00 including architects fees, estimated construction
cost, and 10 percent contingency.
A discussion ensued. Kyle Bilafer, General Services Director, and Mike
Downs, County Manger, responded to questions from the Board.
EMS - Approval of Ambulance Piggyback Purchase and Related Budget Amendment
Alan Thompson, EMS (Emergency Medical Services) Director, presented the
following information related to an ambulance piggyback bid purchase request.
It is requested to purchase three (3) new type III ambulances by
piggybacking a bid awarded to Southeastern Specialty Vehicles,
Inc. by Elmore County, Idaho using budgeted Medicaid
transportation funds. The total purchase cost is $426,000.00
including taxes, tag and lettering. The new ambulances will
replace ones that have outlived their usefulness and will comply
with the County's vehicle replacement policy. The cost may not
be incurred until the next budget year, but we need to set it
aside this year so we can order them.
Alan Thompson and Jimmy Lentz, Assistant EMS Director, responded to
questions from the Board.
Finance - Refunding General Obligation Bonds in an Aggregate Principal Amount
up to $95,580,000 and Public Hearing - 6:30 P.M.
Ann Wilson, Finance Director, presented the following information in
regards to the refunding of general obligation bonds in an aggregate
principal amount up to $95,580,000 and public hearing.
The County's underwriters have advised, given appropriate market
conditions, to refund general obligation bonds Series 2005 and
2006 in order to realize long -term debt payment savings. Should
the market conditions not provide the required savings levels
established by the Local Government Commission, the County will
not refinance the debt. The public hearing was scheduled at the
February 18, 2013 Board of Commissioners' meeting for the March
18, 2013 regular meeting.
Planning and Development - Request to Fund an Unfunded Position and Related
Budget Amendment
Kelly Sifford, Planning and Development Director, presented a request
to fund an unfunded position.
