He stated the cities of Concord and Kannapolis collectively generate approximately 15,000 tons of yard waste per year. Both the City of Concord and the City of Kannapolis face expiring compost permits in 2015 at their current disposal facility. The County has received inquiries from the cities in regards to processing their yard waste at the county facility. Due to the equipment and expertise needed to run a type 3 compost facility, it is not feasible for the county to run such a facility on its own. Staff is proposing a public /private partnership for the operation of a type 3 compost facility at the Cabarrus County Construction and Demolition Landfill. He advised Cabarrus County would provide and maintain all access roads to the compost site. The County would maintain the scale house and track all incoming material. The private firm would obtain all permits (in their name) and provide the labor, equipment and structures needed to run the compost facility. He advised two proposals were received from an RFQ posted in February. He reviewed the types of compost and advised a selection committee was formed to review the RFQ's. The selection committee consisted of Mr. Grant; Kyle Bilafer, Cabarrus County General Services Director; Allen Scott, Concord Solid Waste and Recycling Director; and Wilmer Melton, III, Kannapolis Director of Public Works. He also disclosed that Ron Gilkerson, Argomatters, LLC President, used to work at Greenway Waste. He said Mr. Gilkerson no longer works at Greenway Waste. He reviewed the benefits of having a type 3 compost facility at the landfill.
