He stated the cities of Concord and Kannapolis <br />collectively generate approximately 15,000 tons of yard waste per year. Both <br />the City of Concord and the City of Kannapolis face expiring compost permits <br />in 2015 at their current disposal facility. The County has received <br />inquiries from the cities in regards to processing their yard waste at the <br />county facility. Due to the equipment and expertise needed to run a type 3 <br />compost facility, it is not feasible for the county to run such a facility on <br />its own. Staff is proposing a public /private partnership for the operation <br />of a type 3 compost facility at the Cabarrus County Construction and <br />Demolition Landfill. He advised Cabarrus County would provide and maintain <br />all access roads to the compost site. The County would maintain the scale <br />house and track all incoming material. The private firm would obtain all <br />permits (in their name) and provide the labor, equipment and structures <br />needed to run the compost facility. He advised two proposals were received <br />from an RFQ posted in February. <br />He reviewed the types of compost and advised a selection committee was <br />formed to review the RFQ's. The selection committee consisted of Mr. Grant; <br />Kyle Bilafer, Cabarrus County General Services Director; Allen Scott, Concord <br />Solid Waste and Recycling Director; and Wilmer Melton, III, Kannapolis <br />Director of Public Works. He also disclosed that Ron Gilkerson, Argomatters, <br />LLC President, used to work at Greenway Waste. He said Mr. Gilkerson no <br />longer works at Greenway Waste. He reviewed the benefits of having a type 3 <br />compost facility at the landfill. <br />
