May 20, 2013 (Regular Meeting) Page 1547 <br />(H -4) Appointments - Harrisburg Fire Adviso Board <br />Appointments are needed for the Harrisburg Fire Advisory Board. Kenny <br />Long has submitted an application to serve on the Harrisburg Fire Advisory <br />Board. <br />Graydon Choinski is willing to serve another term. An exception to the <br />"length of service" provision of the Appointment Policy will be needed for <br />him. <br />UPON MOTION of Commissioner Burrage, seconded by Vice Chairman White <br />and unanimously carried, the Board appointed Kenny Long to the Harrisburg <br />Fire Advisory Board for a two -year term ending July 1, 2015. <br />UPON MOTION of Commissioner Burrage, seconded by Vice Chairman White <br />and unanimously carried, the Board reappointed Graydon Choinski to the <br />Harrisburg Fire Advisory Board for a two -year term ending July 1, 2015; <br />including an exception to the "length of service" provision of the <br />Appointment Policy. <br />(H -5) Appointments and Removals - Juvenile Crime Prevention Council (JCPC) <br />Resignations have been received from Dawn Thomas "At- large" and Felicia <br />Wilson "At- large ". The JCPC voted at its May 15, 2013 meeting to appoint <br />Connie Philbeck to fill the "At- large" position vacated by Ms. Thomas <br />including an additional 2 -year term ending June 30, 2015. The Council also <br />voted to move Michelle Wilson "Local Health Director /designee" to complete <br />the unexpired "At- large" position vacated by Mark Antoszyk in April. <br />The terms for Carolyn Carpenter and Judge Brent Cloninger end June 30, <br />2013. Both are willing to serve another term. An exception to the "length <br />of service" provision of the Appointment Policy will be needed for Ms. <br />Carpenter. <br />UPON MOTION of Vice Chairman White, seconded by Commissioner Burrage <br />and unanimously carried, the Board appointed Connie Philbeck to the JCPC as <br />an "At- large" representative to complete an unexpired term including an <br />additional two -year term ending June 30, 2015. <br />UPON MOTION of Vice Chairman White, seconded by Commissioner Burrage <br />and unanimously carried, the Board appointed Michelle Wilson to the JCPC ass <br />an "At- large" representative to complete an unexpired term ending June 30, <br />2014. <br />UPON MOTION of Commissioner Burrage, seconded by Vice Chairman White <br />and unanimously carried, the Board reappointed Carolyn Carpenter to the JCPC <br />as a "United Way /Other Non- Profit" representative and Judge Brent Cloninger <br />as the "Chief District Court Judge /Designee: representative for two -year <br />terms ending June 30, 2015; including an exception to the "length of service" <br />provision of the Appointment Policy for Ms. Carpenter. <br />UPON MOTION of Vice Chairman White, seconded by Commissioner Burrage <br />and unanimously carried, the Board removed Dawn Thomas and Felicia Wilson <br />from the JCPC roster and thanked them for their service. <br />(I) REPORTS <br />(I -1) Cardinal Innovations Healthcare Solutions - 3 rd Quarter FY 2013 <br />Dashboard Report for Mental Health, Intellectual /Developmental Disabilities, <br />and Substance Abuse Services <br />The Board received the 3 rd Quarter FY 2013 Dashboard Report for Mental <br />Health, Intellectual /Developmental Disabilities, and Substance Abuse Services <br />for informational purposes as part of the Agenda. No action was required of <br />the Board. <br />The report included the following information: <br />• Cabarrus County Funding <br />• Number of Consumers Served by Funding <br />• Registry of Unmet Needs for Cabarrus County <br />• Number of Consumers Served and Expenses by Service Category <br />• Provider Information for Cabarrus County <br />• Detailed Services by Provider and Number of Consumers Served <br />
