July 1, 2013 (Work Session) Page 1613 Dennis Testerman, Senior Resource Conservation Specialist, presented the following information relating to the approval of an Intergovernmental Operational Agreement for Conservation of Natural Resources: The Cabarrus Soil and Water Conservation District (CSWCD) approved a revised Operational Agreement at their monthly board meeting on June 4, 2013. The approved Operational Agreement is between the Natural Resources Conservation Service, the Division of Soil and Water, the Cabarrus Soil and Water Conservation District and Cabarrus County. Local responsibilities were last clarified in 2006, reflecting the restructure of the CSWCD from a department to a division within a department. Major revisions in the 2013 version reflect the 2011 transfer of the Division of Soil and Water from the Department of Natural Resources to the Department of Agriculture. The Operational Agreement is the foundation for a locally -led, voluntary approach to natural resource conservation. The CSWCD was officially chartered on August 28, 1963, as a sub -unit of state government. The year -long observance of this anniversary will commence in August. Vicky Porter, Vice Chair, Soil and Water Conservation District Board, thanked the Board for their partnership and support. Several Board members expressed their support and appreciation for the efforts and accomplishments of the Soil and Water Conservation District Board. Planning and Development - Soil and Water Conservation District - Option to Purchase Conservation Easement Along Back Creek Dennis Testerman, Senior Resource Conservation Specialist and Rich Mogensen, President of Mogensen Mitigation, Inc. (MMI), presented a request for an option to purchase a conservation easement along Back Creek. On May 20, 2013, the Board approved the agreement for a restoration project on Back Creek; following approval, MMI prepared an option to purchase a conservation easement as the next step in this restoration project. This agreement went before the Board of Education on June 10, 2013. A discussion ensued. The following issues were addressed: the restoration project will not interfere with the Raging Ridge Road bridge project; a resolution is needed and will be prepared for adoption at the regular meeting; etc. Approval of Regular Meeting Agenda The Board discussed the placement of items on the Agenda. The Board also generally discussed appointments to boards and committees. During discussion, the following items were addressed: exceptions to the Appointment Policy; a need to receive more information regarding appointments; and the possibility of receiving input from board or committee representatives during the Appointments section of the meetings.
