October 21, 2013 (Regular Meeting) Page 1785 Care Developmental Fund, and Home and Care Community Block Grant (HCCBG) • Provides that the effective date for this joint resolution is October 1, 2013 • Clarifies the Low Income Energy Assistance Program formula to ensure funds are allocated to states consistent with previous years • State has requested counties lift any suspension on Child Care Subsidy immediately now that funding is available as budgeted • State has reauthorized both Work First Cash Assistance and Refugee Cash and Medical Assistance • State has directed counties to reinstate Work First Employment services effective November 1, 2013 • Cabarrus County will reinstate Work First 2000 and Work First Emergency Assistance effective October 21, 2013 • State reports there should be no disruption in the SNAP (Food and Nutrition) program due to federal funding being restored • Sequester impacts effective in January 2014 could potentially reduce federal grant funding by 7.5% if there is no resolution • Social Services Block Grant (SSBG) has been proposed to be eliminated by the federal government for fiscal year 2015 • State reports that while all federal funds are now available, there could be slight delays in reimbursement based on how quickly the federal funds can flow to the state Mr. Rose requested to keep workers in Economic Services until November l He also responded to questions from the Board. UPON MOTION of Commissioner Burrage, seconded by Vice Chairman Measmer and unanimously carried, the Board approved two workers to remain in Economic Services to assist with the backlog through October 31 without impact to the County budget and to return to their positions on November l Trish Baker, Economic Services Program Administrator, presented an update on the progress of temporary workers hired for implementing data into the NC FAST system. She requested an extension of the temporary phone policy as well as an additional month of assistance from temporary workers. A discussion ensued. Ms. Baker and Mr. Rose responded to a variety of questions from the Board. Diane Gridley, Income Maintenance Program Manager, was also in attendance. UPON MOTION of Chairman Poole, seconded by Commissioner Oesterreich and unanimously carried, the Board approved the following budget amendment appropriating $20,700.00 for the continued employ of nine temporary workers to assist with the backlogged caseload for an additional month.
