November 4, 2013 (Work Session) Page 1799 <br />The Board of Commissioners for the County of Cabarrus met for an Agenda <br />Work Session in the Multipurpose Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, November 4, 2013 at 4:00 p.m. <br />Present - Chairman: <br />Vice Chairman <br />Commissioners <br />Elizabeth F. Poole <br />Christopher A. Measmer <br />Larry M. Burrage <br />Stephen M. Morris <br />Jason A. Oesterreich <br />Also present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Jonathan Marshall, Deputy County Manager; Pam Dubois, Deputy County <br />Manager; and Megan Smit, Clerk to the Board. <br />Call to Order <br />Chairman Poole called the meeting to order at 4:04 p.m. <br />Approval of Agenda <br />Chairman Poole presented the following changes to the Agenda. She also <br />requested items 4.11, 4.12 and 4.13 be moved to the beginning of the meeting. <br />Additions: <br />Discussion Items for Action at November 18, 2013 Meeting <br />4.15 County Manager - Discussion Concerning Emergency Hydrants for Northeast <br />VFD <br />4.16 County Manager - Transfer of Utility Easement at Patriot's Elementary <br />School <br />Supplemental Information: <br />Discussion Items for Action at November 18, 2013 Meeting <br />4.14 Library - Request to approve Midland Library Concept <br />0 Cost Estimate <br />Revised: <br />4.1 CCS - Funding Request for Central Cabarrus High School Artificial Turf <br />Project <br />4.2 County Manager - CCS QSCB - Use of Sales Tax Proceeds for Parking Lot <br />Repair at Northwest High School Gymnasium <br />Changes to the Agenda November 18, 2013 <br />Additions: <br />C -4 Cabarrus County Extension & Community Association (ECA) - Presentation <br />of Centennial Holiday Tree <br />UPON LOTION of Commissioner Burrage, seconded by Vice Chairman Measmer <br />and unanimously carried, the Board approved the work session agenda as <br />amended. <br />Discussion Items for Action at November 15, 2013 Meeting <br />Human Services - Transportation Department - NCDOT Public Transportation <br />Division Section 5311 Grant for FY 2015 - Public Hearing 6:30 P.M. <br />Mike Downs, County Manager, advised the Transportation items that were <br />advanced in the Agenda require a public hearing with at least 10 days' <br />notice. He noted since the deadline for the grant applications is November <br />15, the Board will need to recess to Friday, November 15 to hold the public <br />hearings in order to meet the required 10 -day public hearing notice as well <br />as the application deadline. <br />Randy Bass, Transportation Director, presented the following <br />information relating to a request for the NCDOT Public Transportation <br />Division Section 5311 Grant for FY 2015: <br />Cabarrus County Transportation Services (CCTS) will apply for <br />grant funding totaling $675,650.00 from the North Carolina <br />Department of Transportation ( NCDOT), Public Transportation <br />Division, via the Federal Transportation Administration (FTA) <br />Section 5311 Grant for FY 2015. The grant funds must be <br />designated for the administrative and capital costs associated <br />with CCTS. A public hearing on the grant application is required <br />
