November 4, 2013 (Work Session) <br />Page 1806 <br />training purposes only and billing would be based on an out -of- <br />city rate. <br />A discussion followed regarding the installation of emergency hydrants <br />and the number of hydrants to be installed. During discussion Mr. Marshall <br />and Steve Langer, Fire Marshal, responded to questions from the Board. <br />Mr. Langer expressed support for at least two emergency hydrants. <br />Chairman Poole requested the item be placed on new business for the <br />regular meeting and for additional detail regarding the proposed emergency <br />hydrant locations and security measures. <br />County Manager - Transfer of Utility Easement at Patriot's Elementary School <br />Jonathan Marshall, Deputy County Manager, reviewed the following <br />information relating to a request to transfer a utility easement at Patriot's <br />Elementary School: <br />Cabarrus County and Cabarrus County Schools agreed to provide a <br />private utility easement on the property of Patriot's Elementary <br />School when the property was purchased. That easement has been <br />requested by NVR Ryan Homes for a sale price of $3,188.00.
