November 15, 2013 (Recessed Meeting) <br />Page 1810 <br />Ric Starnes, resident of Concord, spoke in support of the <br />transportation grant funding applications. <br />There was no one else present to address the Board; therefore, Chairman <br />Poole closed the public hearing. <br />Human Services - Transportation Department - NCDOT Public Transportation <br />Division Section 5311 Grant for FY 2015 - Public Hearing 2:00 P.M. <br />Commissioner Oesterreich stated his comments from the previous work <br />session meeting were misrepresented in the newspaper. He further advised that <br />his comments regarding "getting yourself to work" were addressed to able - <br />bodied persons. He expressed support for the 5310, 5311 and ROAP Grant <br />funding. <br />Commissioner Burrage expressed his intent to vote for each of the grant <br />funding applications. <br />Vice Chairman Measmer expressed support for transportation services. <br />Commissioner Morris expressed support for transportation services and <br />his intent to vote for the grant funding applications. He also expressed his <br />intent to vote to restore the ROAP grant funding denied at the October 21, <br />2013 regular meeting. <br />Chairman Poole commended those who came to speak to the Board and <br />expressed her intent to vote for the grant funding applications. <br />UPON MOTION of Commissioner Burrage, seconded by Commissioner <br />Oesterreich and unanimously carried, the Board adopted the FY 2015 Community <br />Transportation Program Resolution and Human Service Agency Transportation <br />Resolution. <br />Resolution No. 2013 -17 <br />COMMUNITY TRANSPORTATION PROGRAM RESOLUTION <br />Section 5311 <br />FY 2015 RESOLUTION <br />Applicant seeking permission to apply for Community Transportation Program <br />funding, enter into agreement with the North Carolina Department of <br />Transportation, provide the necessary assurances and the required local <br />match. <br />A motion was made by (Board Member's Name) Commissioner Larry M. Burrage and <br />seconded by (Board Member's Name or N /A, if not required) Commissioner Jason <br />A. Oesterreich for the adoption of the following resolution, and upon being <br />put to a vote was duly adopted. <br />WHEREAS, Article 2B of Chapter 136 of the North Carolina General Statutes and <br />the Governor of North Carolina have designated the North Carolina Department <br />of Transportation (NCDOT) as the agency responsible for administering federal <br />and state public transportation funds; and <br />WHEREAS, the North Carolina Department of Transportation will apply for a <br />grant from the US Department of Transportation, Federal Transit <br />Administration and receives funds from the North Carolina General Assembly to <br />provide assistance for rural public transportation projects; and <br />WHEREAS, the purpose of these transportation funds is to provide grant monies <br />to local agencies for the provision of rural public transportation services <br />consistent with the policy requirements for planning, community and agency <br />involvement, service design, service alternatives, training and conference <br />participation, reporting and other requirements (drug and alcohol testing <br />policy and program, disadvantaged business enterprise program, and fully <br />allocated costs analysis); and <br />WHEREAS, Cabarrus County hereby assures and certifies that it will provide <br />the required local matching funds; that its staff has the technical capacity <br />to implement and manage the project, prepare required reports, obtain <br />required training, attend meetings and conferences; and agrees to comply with <br />the federal and state statutes, regulations, executive orders, Section 5333 <br />(b) Warranty, and all administrative requirements related to the applications <br />
