December 16, 2013 (Regular Meeting) Page 1842 <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, December 16, 2013, at 6:30 p.m. <br />Present - Chairman: <br />Vice Chairman: <br />Commissioners: <br />Elizabeth F. Poole <br />Larry M. Burrage <br />Christopher A. Measmer <br />Stephen M. Morris <br />Jason A. Oesterreich <br />Also present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Jonathan Marshall, Deputy County Manager; Pam Dubois, Deputy County <br />Manager; and Megan Smit, Clerk to the Board. <br />Chairman Poole called the meeting to order at 6 :30 p.m. <br />Girl Scout Troop 403 from Kimball Lutheran Church in Kannapolis <br />conducted the Flag Ceremony. Scouts participating were: Briana Sykes, <br />Madison Thomasee, Cheyenne Ritter and Nazalia Hampton. <br />Father James H. Geiger from Saint James the Greater Catholic Church in <br />Concord delivered the invocation. <br />(A) APPROVAL OR CORRECTION OF MINUTES <br />UPON MOTION of Commissioner Burrage, seconded by Vice Chairman Measmer <br />and unanimously carried, the Board approved the minutes of November 4, 2013 <br />(Work Session) and November 15, 2013 (Recessed Meeting) as written. <br />(A -1) Board Organization <br />(A -1--1) Election of Chairman <br />Chairman Poole turned the meeting over to Mike Downs, County Manager, <br />who presided over the organization of the Board. <br />Mr. Downs called for nominations for Chairman. <br />Commissioner Oesterreich NOMINATED Commissioner Measmer for Chairman. <br />Commissioner Burrage seconded the nomination. <br />Commissioner Morris NOMINATED Commissioner Poole for Chairman. <br />Commissioner Burrage seconded the nomination. <br />UPON MOTION of Commissioner Morris, seconded by Commissioner Poole and <br />unanimously carried, the Board closed the floor for nominations. <br />Commissioner Oesterreich expressed his support for Commissioner Measmer. <br />Mr. Downs called for a vote on the nomination of Commissioner Measmer. <br />Voting was as follows: <br />Voting for: Commissioners Measmer and Oesterreich. <br />Voting against: Commissioners Burrage, Morris and Poole. <br />Mr. Downs called for a vote on the nomination of Commissioner Poole. <br />Voting was as follows: <br />Voting for: Commissioners Burrage, Morris and Poole. <br />Voting against: Commissioners Measmer and Oesterreich. <br />Mr. Downs inquired if Richard Koch, County Attorney, was satisfied with <br />the vote. Mr. Koch responded in the affirmative. <br />Mr. Downs stated Commissioner Poole had been elected Chairman. He <br />turned the meeting over to Chairman Poole. <br />(A -1 -2) Election of Vice Chairman <br />Chairman Poole called for nominations for Vice Chairman. <br />Commissioner Oesterreich NOMINATED Commissioner Measmer for Vice <br />Chairman. Commissioner Measmer seconded the nomination. <br />
