<br />(G -1) Planning and Development - 2012 CDBG Scattered Site Housing Rehab Grant
<br />Closeout - Public Hearing 6:30 P.M.
<br />Kelly Sifford, Planning and Development Director, announced a public
<br />hearing for the CDBG Scattered Site Grant closeout. She advised Cabarrus
<br />County administered the 2010 -2012 CDBG Scattered Site Housing Rehabilitation
<br />program. Staff projected five full rehabilitations and five urgent repairs in
<br />the application for the grant. Four full rehabilitations were completed and
<br />five urgent repairs for a total cost of $225,290.00. She stated a public
<br />hearing is required to be held to submit the closeout documentation to the NC
<br />Division of Community Assistance.
<br />Chairman Poole opened the public hearing at 7:44 p.m. The Public Hearing
<br />Notice was published on December 4 and 8, 2013 in The Independent Tribune.
<br />The public hearing notice was also posted on the County's website
<br />( www.cabarrus county. us ) on December 4, 2013 in accordance with Article 2,
<br />Administration, Section 2.1 (Use of Electronic Means to Provide Public
<br />Notices) of the Cabarrus County Code of Ordinances.
<br />There was no one present to address the Board; therefore, Chairman Poole
<br />closed the public hearing.
<br />UPON MOTION of Vice Chairman Burrage, seconded by Commissioner Measmer
<br />and unanimously carried, the Board authorized the Chairman of the Board of
<br />Commissioners to sign the closeout report.
<br />(G -2) Salisbury-Rowan Community Action Agency Inc. - Presentation of FY 14-
<br />15 Application for Funding
<br />Dione Adkins, SRCAA (Salisbury -Rowan Community Action Agency, Inc.)
<br />representative, presented a PowerPoint presentation detailing services the
<br />agency provides for low income citizens in Cabarrus and Rowan Counties. Per
<br />North Carolina Code NCAC 97C.C111 (B), the agency is required to submit the
<br />application to the Board of Commissioners for review. The FY 14 -15
<br />application for funding was included in the Agenda. Ms. Adkins also responded
<br />to questions from the Board.
<br />UPON MOTION of Commissioner Morris, seconded by Chairman Poole and
<br />unanimously carried, the Board acknowledged receipt of the SRCAA's FY2014 -15
<br />Community Services Block Grant application.
<br />(G -3) County Manager - Foundation Repair on Mt. Pleasant Emergency
<br />Communications Tower
<br />Jonathan Marshall, Deputy County Manager, presented a request for
<br />foundation repairs on the Mt. Pleasant Emergency Communications Tower. He
<br />reported the county has two external communication towers, one in Midland and
<br />one in Mt. Pleasant. He advised the tower in Mt. Pleasant leases space to
<br />private carriers. As private carriers add or change equipment, the county
<br />requires studies to be conducted to ensure the tower is structurally capable
<br />of handling the additions or changes. If repairs are required, the private
<br />carriers are responsible for funding those repairs. Currently, the foundation
<br />for the Mt. Pleasant Emergency Communications Tower is in need of major
<br />repairs and enhancements. The cost of the work will be split between Cabarrus
<br />County and private providers who lease space on the tower. All work will be
<br />managed by the County and engineering consultants will be hired for that
<br />purpose. All costs for this project will be paid from the Construction and
<br />Renovation Fund, set up to pay for telecommunications equipment and partially
<br />funded by rental receipts for this tower. Mr. Marshall also responded to
<br />questions from the Board.
