Smit, Clerk to the Board <br /> (F-2) County Manager - Access Agreement for Lloyd Garmon Lane <br /> Lloyd Garmon Lane is located on property owned by Cabarrus County off NC <br /> Highway 49 where EMS Station 2 is located. A church and private residence use <br /> the road for access in addition to the EMS Station. The owner of the private <br /> residence would like to re-combine two parcels which would result in a second <br /> residence using the road for access. It is recommended that an access agreement <br /> between the County and that property owner be approved for access, maintenance <br /> and possible future use. <br /> UPON MOTION of Commissioner Kiger, seconded by Vice Chairman Honeycutt <br /> and unanimously carried, the Board approved the access agreement for Lloyd <br /> Garmon Lane and authorized the County Manager to approve the final agreement <br /> subject to review and revisions by the County Attorney. <br /> (F-3) County Manager - Funding Request for Two Items at the CCS Bus Garage <br /> Cabarrus County staff participate in the budget process each year with <br /> Cabarrus County Schools (CCS) . The FY18 capital request for the schools totals <br /> $17, 942, 099. Two of these items need to be funded separately by the County due <br /> to the severe need for additional school buses and mobile units. Kannapolis <br /> City Schools will also receive new buses for school year FY18. <br /> There are two requests for the purchase of three floor lift systems and <br /> for a bed for a state-funded wrecker, needed at the bus garage for daily <br /> operations. They have not made the list for funding for the past two years and <br /> will compete with needs still totaling $14, 632, 099. County staff has found <br /> available funding to purchase these items in FY17 so that repairs and <br /> maintenance can be expedited safely for both districts. <br /> UPON MOTION of Commissioner Kiger, seconded by Vice Chairman Honeycutt <br /> and unanimously carried, the Board adopted the following budget amendment. <br /> Date: 3/20/2017 Amount: $180,500 <br /> Dept. These request have been on the capital request for the past two <br /> fiscal years. After consulting with three accounting <br /> firms, it was determined that the accounting firm Elliott Davis Decosimo best <br /> suits Cabarrus County's needs. <br /> References were checked for Elliott Davis Decosimo. All references were <br /> positive, most noting that the firm Elliott Davis Decosimo is very professional <br /> and they conduct thorough procedures. Pricing for the auditing services is as <br /> follows: Fiscal year ending June 30, 2017 - $50, 000.00, fiscal year ending <br /> June 30, 2018 - $51,000.00 and fiscal year ending June 30, 2019 - $52, 000.00. <br /> UPON MOTION of Commissioner Kiger, seconded by Vice Chairman Honeycutt <br /> and unanimously carried, the Board approved the Elliott Davis Decosimo audit <br /> pricing commitments for fiscal years 2017, 2018 and 2019. <br /> (F-5) Finance - North Carolina Education Lottery Payment Applications for <br /> School Debt Service <br /> Lottery proceeds in the amount of $2, 000, 000.00 were included in the FY17 <br /> General Fund budget to pay a portion of debt service related to public school <br /> debt. Upon approval by the Cabarrus County Schools Board of Education, the <br /> Kannapolis City Schools Board of Education and the Cabarrus County <br />
