June 19, 2017 (Regular Meeting) Page 3178 <br /> WHEREAS, parks, recreation and senior center programs build healthy, active <br /> communities that aid in the prevention of chronic disease, provide therapeutic <br /> recreation services for those who are mentally or physically disabled, and also <br /> improve the mental and emotional health of all citizens; and <br /> WHEREAS, parks, recreation and senior center programs increase a community' s <br /> economic prosperity through increased property values, expansion of the local <br /> tax base, increased tourism, the attraction and retention of businesses, and <br /> crime reduction; and <br /> WHEREAS, parks, recreation and senior center areas are fundamental to the <br /> environmental well-being of our community; and <br /> WHEREAS, parks and natural recreation areas improve water quality, protect <br /> groundwater, prevent flooding, improve the quality of the air we breathe, <br /> provide vegetative buffers to development, and produce habitat for wildlife; <br /> and <br /> WHEREAS, our parks and natural recreation areas ensure the ecological beauty of <br /> our community and provide a place for children and adults to connect with nature <br /> and recreate outdoors; and <br /> WHEREAS, the U.S. House of Representatives has designated July as Parks and <br /> Recreation Month; and <br /> WHEREAS, Cabarrus County recognizes the benefits derived from parks, recreation <br /> resources and senior centers. <br /> NOW THEREFORE, BE IT RESOLVED, that the Cabarrus County Board of Commissioners <br /> do hereby proclaim July 2017 as Park and Recreation Month. <br /> Adopted this the 19th day of June, 2017. <br /> /s/ Stephen M. Morris, Chairman <br /> Board of Commissioners <br /> (C-2) EMS - Mission Lifeline Gold Recognition <br /> Alan Thompson, Emergency Medical Services (EMS) , Director, announced the <br /> Cabarrus County EMS system has received the American Heart Association' s 2017 <br /> Mission: Lifeline° EMS Gold Award for continually sustaining quality improvement <br /> measures for the treatment of patients who experience severe heart attacks. He <br /> advised the Cabarrus County EMS System previously received the Gold award in <br /> 2015 and 2016 as well as a silver award in 2014. He stated Lifeline' s EMS <br /> recognition program recognizes those emergency responders for their efforts in <br /> improving STEMI (ST segment elevation myocardial infarction) systems of care <br /> and improving the quality of life for these patients. He further stated agencies <br /> that receive the Mission: Lifeline Gold award have demonstrated at least 75 <br /> percent compliance for each required achievement measure for two years and <br /> treated at least eight STEMI patients for each year. In addition, he stated, <br /> the Cabarrus EMS System received 100 percent compliance in each measure. The <br /> partnership we have with Cabarrus County, the American Heart Association, <br /> Carolinas Health Care System Northeast, Cabarrus County Communications, and <br /> City/County First Responder agencies results in exceptional care being provided <br /> as a system to the patients in Cabarrus County. <br /> Chairman Morris commended EMS staff for their achievements and service to <br /> the citizens of Cabarrus County. <br /> (D) INFORMAL COMMENTS <br /> Chairman Morris opened the meeting for Informal Public Comments at 6:40 <br /> p.m. He stated each speaker would be limited to three minutes. <br /> Thomas Hill, resident of 10896 Pioneer Mill Road in Concord, spoke <br /> regarding a deed of sewer and easement recorded in May, 2004 for the development <br /> of Cedarvale Farms and future development of land owned by Mr. M.D. and Mrs. <br /> Shirley Hill. <br /> Margaret Houston, Friends of the Midland Library, President, expressed <br /> appreciation to the Board of Commissioners for the Monday Mobile Midland Library <br /> Service project. She also expressed appreciation and thanked Emery Ortiz, <br /> Library Director, for her assistance and support. Beth Tallent, Friends of the <br />
