Appendix A I Additional Services <br /> With over 60 years of experience in serving local governments,we have gained valuable experience from our <br /> relationships with our clients. We have been able to build a comprehensive database of projects and <br /> engagements designed to address a broad range of issues and objectives. By listening to our clients'concerns <br /> and comparing them to circumstances and conditions that we have seen in the past,we are able to leverage <br /> our knowledge base and effectively adapt solutions to specific needs. Below are examples of the types of <br /> engagements that we have recently performed to assist our government clients: <br /> • Utilizing our IT client service team to perform assessments related to cyber security risk,remote social <br /> engineering,internal IT services,and software licensing. <br /> • Determining the sufficiency of cash flows from operations in order for enterprise funds to be self- <br /> staining <br /> • Evaluating the accuracy of calculations supporting tax incremental financing(TIF)distributions to <br /> municipalities and school districts participating in a TIF district <br /> • Evaluating annual tax sales including proper escheatment of unclaimed funds,timely transition of <br /> delinquent accounts and proper maintenance of delinquent files <br /> • Developing cost allocation plans including identifying functions within the general fund (such as HR, <br /> Finance,and IT)that support other revenue generating departments,and distributing costs to these <br /> departments based on appropriate usage drivers <br /> • Determining proper accounting and reporting for agency fund cash and investments, including the <br /> receipt,disbursement and segregation of funds maintained for school districts and municipalities. <br /> • Reviewing written policies for providing fringe benefits to employees such as gift cards, "off-duty- <br /> wearable" uniforms and clothing, personal use of phones, laptops,vehicles,etc.,and providing <br /> recommendations for ensuring a defensible policy in the event of an IRS audit. <br /> • Examining internal controls over a transportation penny sales tax program,and the procurement of <br /> a private contractor to manage the related$1 billion in proposed infrastructure projects. <br /> ellio- t dais <br /> decosi mo 14 <br /> Attachment number 1 \n <br /> F-4 Page 78 <br />
