Eddie Mitchum, Tax Administrator <br /> Date: May 15, 2017 <br /> Subject: Collection Agreement with the City of Concord <br /> This memo is to provide information on the proposal to collect taxes for the City of Concord. <br /> Currently, Cabarrus County collects taxes for Kannapolis, Mount Pleasant, Midland, Locust and <br /> Harrisburg. Collecting Concord's taxes will consolidate all the municipal collections in Cabarrus <br /> County. This will allow every Cabarrus County citizen to receive one tax statement. More <br /> importantly, delinquent taxpayers will have a single point of contact and only one set of fees for <br /> garnishments, debt setoff, or nonsufficient funds. This will ease the burden for those taxpayers. <br /> Furthermore, when the levy is adjusted for discoveries or releases of value, those changes will <br /> be made in the County's software and it will automatically adjust balances for all taxes. <br /> Historically, Cabarrus County Office of Tax Administration provides a scroll file in July from <br /> which the City of Concord processes and creates annual bills. The billing and collection of taxes <br /> is maintained on the City's billing and collection software. Converting Concord to the County's <br /> billing and collection software requires the City of Concord to provide data files of Concord bill <br /> payment history as well as abatements, fees, or other charges. This data will be merged to the <br /> current Cabarrus County tax file. <br /> Cabarrus County's software vendor is currently working with City of Concord's IT provider to <br /> make this transfer as seamless as possible. Cabarrus County IT department is facilitating the <br /> implementation. The Cabarrus County Finance Department and the Concord Finance Office will <br /> discuss and implement reporting requirements for the City of Concord. <br /> In summary, there are many facets to consider when establishing this process, but with the <br /> collaborative team effort from all parties, this endeavor will provide cost savings and countless <br /> other benefits to the citizens of Cabarrus County. <br /> 65 Church Street SE (28025) • P.O.
