Budget Ordinance <br /> 14. The County Manager may assign fund balance for unpaid Economic Development Incentives until <br /> contractual obligations are met. <br /> C. The appropriations for Cabarrus County Schools and Kannapolis City Schools have been allocated by category. <br /> Cabarrus County Schools and Kannapolis City Schools must obtain the approval of the Board of Commissioners <br /> for any amendment to their respective budgets which would increase or decrease the amount of County <br /> appropriations allocated by category by more than ten percent. <br /> Section IV. <br /> This ordinance and the budget documents shall be the basis for the financial plan for the County of Cabarrus for <br /> the 2017-2018 fiscal year. The County Manager and the Budget Director shall administer the budget. The Budget <br /> Director shall establish and maintain all records, which are in concurrence with this budget and budget ordinance <br /> and the appropriate statutes of the State of North Carolina. Funds appropriated in the FY 2016-2017 Budget and <br /> encumbered on June 30, 2017 shall be authorized as part of the Budget Appropriation by adoption of this Budget <br /> Ordinance. <br /> Adopted this the 191h day of June, 2017. <br /> Stephen M.
