It is in the interest of the public health and welfare to create an <br /> Area Authority to operate North Carolina's 1915(b)/(c) Medicaid Waiver as <br /> a Managed Care Organization and to manage all public resources that may <br /> become available for mental health, intellectual and developmental <br /> disabilities, and substance abuse services, including federal block grant <br /> funds, federal funding for Medicaid and Health Choice, and all other public <br /> funding sources. The Community Oversight Board (COB) is part of Cardinal <br /> Innovations Healthcare Solutions' governance structure. The COB consists <br /> of three (3) members from each County, appointed by each County's Board <br /> of Commissioners, and will include a County Commissioner or designee, a <br /> consumer or family member, and another citizen or stakeholder; and one <br /> (1) member from the Local Consumer and Family Advisory Committee, <br /> either the Chair or other elected official. Appointments are for terms of three <br /> years. <br /> CENTRALINA WORKFORCE DEVELOPMENT BOARD <br /> This group serves as the governing body for a variety of programs and their <br /> plans, including the Job Training Partnership Act, Work First (JOBS)welfare <br /> and placement programs, the Older Worker Americans Act Job Training and <br /> Employment Program, etc. The County Commissioners appoint 4 persons <br /> representing Education, Organized Labor and the Private Sector (2) to <br /> serve on this six-county, 20-member board. Appointments are for terms of <br /> two years. <br /> CONCORD PLANNING AND ZONING COMMISSION <br /> The Commission guides, reviews and regulates land developments within <br /> and around the boundaries of the City of Concord. The County <br /> Commissioners appoint one member who resides in Concord's <br /> extraterritorial jurisdiction area for a term of three years. <br /> HOME AND COMMUNITY CARE BLOCK GRANT ADVISORY COMMITTEE <br /> This advisory committee assists the Department of Aging with the <br /> development of the County Aging Funding Plan through the Home and <br /> Community Care Block Grant for Older Adults. The committee is composed <br /> of potential public and private providers of aging services, elected county <br /> officials, older adults and representatives of other aging interests in the <br /> county. <br /> JUVENILE CRIME PREVENTION COUNCIL <br /> The council plans for the needs of adjudicated and at-risk youth and <br /> assesses the need for delinquency treatment and prevention services in <br /> Cabarrus County.
