Due to the continued
development of residential lots in the Rocky River and Cox Mill areas of the County,we have
seen larger than expected growth in the student population of Patriots Elementary School
and we are being asked by NCDOT to relocate some of our utility lines serving Cox mill
Elementary School to accommodate residential development in that area
Patriots Elementary: Patriots has 50 students over their projected capacity requiring two
additional units to house the unexpected growth. We installed two units this summer
anticipating the projected growth, but their numbers have come in much higher. We will
need to add two Stackable mobiles that we can purchase used from Mobile Modular. We have
used up all the available electrical capacity with the current 4 mobiles onsite, and will need
to install an additional service connection, extend the sidewalks, add ramps and landings,
remove existing fencing, and relocate a storage building in order to accommodate the units
within 200 feet of a restroom. These will be the last two that can be permitted on this site.
Future growth will need to be handled through temporary redistricting or capping.
Unfortunately this is for a two year fix as we are currently under design for a new
elementary school to relieve Patriots and Harrisburg Elementary. Total Funds needed for
Purchase, Installation, utilities, add technology and furnishings is $123,087.66
Cox Mill Elementary: There are two residential developments that are being built on Cox
Mill Road that require additional turn lanes and road widening. When we built Cox Mill
Elementary 15 years ago,the only sewer option was to build a pump station and
approximately 4000 LF of force main along Cox Mill Road to sewer located on Clarke Creek.
Unfortunately the roadway widening will impact the force main located in the NCDOT ROW.
NCDOT will not allow the force main to be under the new pavement section and we were
originally asked to relocate the entire force main outside the ROW limits to eliminate the
current and future conflicts. The estimate for total relocation was approximately$100,000.
We met with NCDOT and the developer to discuss options to lower our cost impact. The
Developer offered to extend their sewer within the development to allow us to tie in to their
future sewer and we would only have to relocate 650 LF of force main and extend the
developers sewer line approximately 80 LF and add a manhole. Total Funds needed is
$25,000
G-5 Page 138
