Client Priority Policy <br />Home and Community Care Block Grant <br />As stated in the North Carolina Division of Aging In -Home Aide Services — Policies and <br />Procedures Manual, individuals must be served in the following order of priority: <br />1. Older adults for whom the need for Adult Protective Services has been <br />substantiated and the service is needed as part of the adult protective service <br />plan. <br />2. Older adults who are at risk of abuse, neglect, and /or exploitation; <br />3. Older adults with extensive ADL or IADL impairments who are at risk of <br />placement in substantive care; <br />4. Older adults with extensive (3 or more) ADL or IADL impairments; <br />5. Older adults with less extensive (1 or 2) ADL or IADL impairments. <br />Family Caregiver Support Program — Respite <br />The priority for receiving services is: <br />1) Family caregivers who provide care for older individuals with Alzheimer's disease and related <br />disorders with neurological and organic brain dysfunction. <br />2) Caregivers who are older (60 +) individuals with greatest social and economic need (with <br />particular attention to low income, minority, rural, and those with limited English proficiency) <br />caring for older (60 +) individuals with greatest social and economic need. <br />Attachment number 1 \n <br />F -3 Page 37 <br />
