AN ORDINANCE AMENDING THE CABARRUS COUNTY <br />CODE OF ORDINANCES <br />BE IT ORDAINED that the Cabarrus County Code of Ordinances is hereby amended as follows: <br />ARTICLE II. - PERMITS AND INSPECTIONS <br />Change ordinance as follows: <br />• Sec. 14 -30. - Additional permit restrictions. <br />{ <br />(a) <br />Discontinued work; expiry. If, after a permit has been obtained and the work has commenced, <br />the work is discontinued for a period of 12 months, the permit immediately expires. No work <br />authorized by a permit that has expired may thereafter be performed until a new permit has been <br />secured. <br />(b) <br />Appeals from determinations ofpublic safety services department. Unless otherwise provided by <br />law, any appeal from an order, decision, or determination of a member of the public safety <br />services department pertaining to the International Building Code (including North Carolina <br />amendments) or any other state building law shall be taken to the commissioner of insurance or <br />other official specified in G.S. 143 -139, by filing a written notice with him and with the public <br />safety services department within ten days after the day of the order, decision, or determination. <br />Further appeals may be taken to the state building code council or to the courts as provided by <br />law. <br />(c) <br />Remodeling or repair by property owner. This article shall apply to all situations where a <br />property owner desires to do remodeling or repair work on his own personal residence. This <br />article is designed to protect the public and the property owner from faulty workmanship and <br />mistakes. <br />(d) �aaa <br />Testing of unlicensed applicant for work on personal residence. Whenever any person who is <br />not a licensed contractor applies for a permit for any electrical work on his own personal <br />residence, the applicant shall be given a test by a tester designated by the Construction <br />Standards Department. The test will be written. A person may take the test more than one <br />time but must wait a period of thirty days before testing again. If the test shows that the <br />person is capable of performing the work for which the permit is sought and shows that the <br />applicant is knowledgeable of the state and local building codes, the application shall be <br />considered in the same manner as any other application for permit. <br />(e) <br />Article does not give warranty. Nothing in this article shall be deemed a warranty either as to the <br />ability of any particular person to do a particular job or as to the safety, quality, or suitability of <br />any work which is done. Neither the issuance of a permit nor the inspection and approval of any <br />work shall constitute a warranty. <br />(f) <br />Codes do not constitute warranty. Nothing in a building, plumbing, electrical or heating or <br />cooling code or ordinance, or any other provision relating to construction or alteration of any <br />building or component of a building, shall constitute a warranty or guarantee of any kind relating <br />to a building or component.
