Purpose <br />The overall purpose of Cabarrus County Transportation's Security Program is to optimize -- within <br />the constraints of time, cost, and operational effectiveness -- the level of protection afforded to <br />Cabarrus County Transportation's vehicles, equipment, facilities, passengers, employees, volunteers <br />and contractors, and any other individuals who come into contact with the system both during <br />normal operations and under emergency conditions. <br />The security of passengers and employees is paramount to promoting the objectives of FTA, <br />NCDOT and there partner organizations in developing a Security Program. Cabarrus County <br />Transportation will take all reasonable and prudent actions to minimize the risk associated with <br />intentional acts against passengers, employees and equipment/facilities. To further this objective, <br />Cabarrus County Transportation has developed security plans and procedures and emergency <br />response plans and procedures. The plans have been coordinated with local law enforcement, <br />emergency services and with other regional transit providers, which addresses the conduct of <br />exercises in support of their emergency plans, and assessment of critical assets and measures to <br />protect these assets. <br />Goals <br />The Security Program provides Cabarrus County Transportation with a security and emergency <br />preparedness capability that will: <br />1. The Security Program's number one goal is the protection and safety of system employees, <br />Passengers, vehicles and equipment. <br />2. Ensure that security and emergency preparedness are addressed during all phases of system <br />operation, including the hiring and training of agency personnel; the procurement and <br />maintenance of agency equipment; the development agency policies, rules, and procedures; <br />and coordination with local public safety and community emergency planning agencies. <br />3. Promote analysis tools and methodologies to encourage safe system operation through <br />the identification, evaluation and resolution of threats and vulnerabilities, and the on -going <br />assessment of agency capabilities and readiness. <br />4. Create a culture that supports employee safety, equipment/facility protection and security <br />and safe system operation (during normal and emergency conditions) through motivated <br />compliance with agency rules and procedures and the appropriate use and operation of <br />equipment. <br />Objectives <br />In this new environment, every threat cannot be identified and resolved, but Cabarrus County <br />Transportation can take steps to be more aware, to better protect passengers, employees, facilities <br />04/25/16 PDFConvert. 1073 5. 1.
