Community House Road <br />Suite 225 <br />Charlotte, NC 28277 <br />P: (704) 540 -3755 <br />July 19, 2016 <br />RE: Royal Oaks Elementary School <br />Mr. David Burnett <br />Cabarrus County Schools <br />4425 Old Airport Road <br />Concord, NC 28025 <br />Dear Mr. Burnett: <br />The Post Bid Addendum for Royal Oaks Elementary School (ROES) addresses plan <br />review comments from the North Carolina Department of Insurance- Office of the State <br />Fire Marshal (NCDOI- OSFM). At the time of design, the timeframe required to <br />complete State plan review through NCDOI -OSFM was very uncertain. Design <br />Development drawings were sent for review in late September, 2015 and the project <br />was not reviewed until December 17. In order to meet the prescribed deadlines for the <br />project to bid. Royal Oaks elementary School needed to be completed ahead of our <br />review process. As a result, several key items, centered on comments related to <br />egress concerns in the classroom wings. needed to be incorporated into the <br />documents. At around the same time. Cabarrus County Schools (CCS) requested a <br />change in the focus of ROES to a magnet School of the Arts. The Post Bid Addendum <br />addresses these issues as well as takes advantage of resulting conditions to simplify <br />construction and provide an improved student experience. <br />Part D was previously served by 2 stairwells, ST1 to the east and ST2 at the west.. <br />which provided more than adequate egress from capacity and distance standpoints. <br />NCDOI -OSF was concerned that a third point of egress was required based on the <br />total number of occupants in the building. The plan reviewer also expressed concern <br />with the dead end distance outside of toilet rooms B006 and B008. Although the <br />document changes for the School of the Arts were not yet ready for incorporation, the <br />room changes would consequently change the occupancy requirements. As such, it <br />made sense to recalculate the egress in the classroom wings based on those revisions. <br />The existing occupant load plus the additional pressure from the requested changes <br />was simply too many occupants. Despite proposed alternates that demonstrated how <br />the layout could meet the requirements without further egress, none were accepted by <br />the NCDOI -OSF reviewer. <br />ST3 was added in the center of Part D and the wing was modified to accommodate the <br />shift in classrooms and take advantage of the lowered egress capacity in each of the <br />three stairs. ST1 and ST2 were originally planned as specially sized units. Addendum <br />three changed all the stairs to an identical width and layout. Modifying ST1 from an "L" <br />shape to a switchback allowed better ventilation access to Mechanical B012 and <br />exterior light in Speech B1006. The Addendum also moves the building separation <br />from plan Part B to Part E, which changed the firewall from a two -story construction to <br />single story. The building systems were adjusted to work with these changes and <br />included as well. The site plan was also changed to include access from the new <br />egress locations to the sidewalk system. <br />Designing solutions.
