A Resolution Summarizing Recommendations in the Cabarrus <br /> 2792 County Transportation Service Proposal <br /> WHEREAS, Cabarrus County Transportation Services (CCTS) has seen a <br /> • dramatic increase in trip requests as well as a decrease in grant funding; and <br /> WHEREAS, this has a direct impact on County funds and the ability to <br /> provide efficient transportation services to clients; and <br /> WHEREAS, Cabarrus County's Elderly and Handicapped Transportation Program saw a 26 <br /> percent increase in service demand over the past year equaling $130,713 more than the allotted Rural <br /> Operating Assistance Program grant funds; and <br /> WHEREAS, CCTS recommends strategies for providing critical transportation services within the <br /> allocated amount of grant funding while reducing dependency on contracted transportation and County <br /> subsidies; <br /> THEREFORE, THE CABARRUS COUNTY BOARD OF COMMISSIONERS RESOLVES TO ADOPT THE <br /> FOLLOWING RECOMMENDATIONS OF THE CCTS TRANSPORTATION SERVICES PROPOSAL: <br /> 1. All grant related CCTS services will be provided within the funding given to the County and <br /> any required match. <br /> 2. All grant related CCTS Services will be provided using only CCTS vans when available to <br /> accommodate the requested trip <br /> 3. All Elderly and Handicapped transportation grant trips will be related to medical <br /> appointments only, with the exception of any trips coded to this fund that are Cabarrus <br /> Vocational Opportunity trips. <br /> 4. Daily trips will be allocated for each grant received, which will be the maximum number of <br /> trips provided on a given day. 4180b, V <br /> 5. Trips will be scheduled on a first come, first serve basis, and provided based on capacity. <br /> 6. All Elderly and Handicapped transportation grant trips will have a one-trip-per-day limit for <br /> all eligible clients. <br /> 7. All Home and Community Care Block Grant trips will be restricted to medical or congregate <br /> meal site trips. <br /> 8. CCTS will follow any other directives, as provided by the Cabarrus County Board of <br /> Commissioners regarding grant-related CCTS services. <br /> Adopted this the 19th day of December, 2016. <br /> Stephen M.
