He also <br /> advised there is exclusion from certain areas per the Code of Ordinances in <br /> regards to parks and schools. <br /> Richard Koch, County Attorney, advised there were no comparable <br /> examples from neighboring counties. He reviewed specifics of current leases <br /> with regard to county property and advised, except where alcohol use is <br /> permitted in the lease, by default, the use or sale of alcohol on county <br /> property is prohibited. <br /> A discussion ensued. It was the consensus of the Board to place this <br /> item on the October agenda for further discussion. <br /> (G-2) County Manager - Request to Lease County Property <br /> In regards to a request to lease county property to the owner of the <br /> property (23 Union Street North) that is adjacent to the Concord Library, <br /> Jonathan Marshall, Deputy County Manager, advised a survey of the property to <br /> be leased from the County from the potential lessee has not yet been <br /> provided. He added, he has not received feedback from the potential lessee. <br /> He stated the terms are in keeping with what was presented to the Board by <br /> that party. He further stated there are some areas the County Attorney left <br /> blank that the lessee will need to provide. He suggested this item be tabled <br /> until more information is available. <br /> UPON MOTION of Commissioner Honeycutt, seconded by Commissioner Shue <br /> and unanimously carried, the Board tabled "County Manager - Request to Lease <br /> County Property" until a later time. <br /> (G-3) CCS - Funding for Second Early College Site at RCCC Business and <br /> Technology Center <br /> Dr. Chris Lowder, Superintendent, CCS (Cabarrus County Schools), <br /> presented a request for a second Early College site at the RCCC (Rowan <br /> Cabarrus Community College) Business and Technology Center. He stated the <br /> current program has approximately 250 students and allows high school <br /> students to graduate with an Associate's Degree or college credits. He then <br /> presented an overview of the process to apply for an early college site, <br /> stating applicants for early college are not approved until July with the <br /> schools opening in August. In addition to this process, he said, an <br /> opportunity was discovered to obtain a ten-classroom mobile unit at <br /> considerable savings. <br /> Tim Lowder, CCS, Executive Director of Operations, advised the ten- <br /> classroom mobile unit will be of use to the schools even if approval for the <br /> second early college site is not approved. <br /> A discussion ensued. During discussion, the following issues were <br /> addressed: funding; potential use of the mobile unit if the site is not <br /> approved; the location of the second early college site if approved; etc. <br /> UPON MOTION of Commissioner Honeycutt, seconded by Commissioner Mynatt <br /> and unanimously carried, the Board approved the budget revision and <br /> authorized the Finance Director to prepare the appropriate project ordinance. <br /> Date:9/21/2015 Amount:$574,960 <br /> Dept.
