GENERAL ASSEMBLY OF NORTH CAROLINA <br /> FOURTH EXTRA SESSION 2016 <br /> H 1 <br /> HOUSE BILL 13 <br /> Short Title: Class Size Requirement Changes. (Public) <br /> Sponsors: Representatives L. Johnson, Horn, Elmore, and Blackwell (Primary Sponsors). <br /> Referred to: Education - K-12 <br /> December 14, 2016 <br /> 1 A BILL TO BE ENTITLED <br /> 2 AN ACT TO MODIFY THE MAXIMUM AVERAGE CLASS SIZE REQUIREMENTS AND <br /> 3 INDIVIDUAL CLASS SIZE REQUIREMENTS FOR KINDERGARTEN THROUGH <br /> 4 THIRD GRADE. <br /> 5 The General Assembly of North Carolina enacts: <br /> 6 SECTION 1. G.S. 115C-301(c) reads as rewritten: <br /> 7 "(c) Maximum Class Size for Kindergarten Through Third Grade. — The average class size <br /> 8 for kindergarten through third grade in a local school administrative unit shall at no time exceed <br /> 9 the funded allotment ratio of teachers to students in kindergarten through third gQrade bX <br /> 10 more than three students. At the end of the second school month and for the remainder of the <br /> 11 school year, the size of an individual class in kindergarten through third grade shall not exceed the <br /> 12 allotment ratio by more than thfeesix students. The funded class size allotment ratio for <br /> 13 kindergarten through third grade shall be as follows: <br /> 14 (1) For kindergarten, one teacher per 18 students. <br /> 15 (2) For first grade, one teacher per 16 students. <br /> 16 (3) For second grade, one teacher per 17 students. <br /> 17 (4) For third grade, one teacher per 17 students. <br /> 18 In grades four through 12, local school administrative units shall have the maximum flexibility <br /> 19 to use allotted teacher positions to maximize student achievement." <br /> 20 SECTION 2. This act is effective when it becomes law and applies beginning with the <br /> 21 2017-2018 school year. <br /> " 6� - v - 1 Page 233 <br />
