Dubois, Senior Deputy County Manager <br /> Subject: School ADM and Contingency Allocation <br /> Each year the school systems receive their funding based on average daily membership (ADM) supplied <br /> to the County every April. These figures are used to allocate the new monies requested by the school <br /> districts. At the end of the budget process, all funds are balanced based on ADM. When reconciling this <br /> year, the loss of 100 students in Kannapolis City Schools and the increase of 591 students in Cabarrus <br /> County Schools resulted in a .004 percent change in the ADM split. This caused a required redistribution <br /> of funds in the amount of$275,000. This redistribution is required by NCGS 115C-430. Kannapolis City <br /> Schools was notified of this required reallocation in November 2016. <br /> The second part of this request is to complete the funding transfer from contingency($980,000) and the <br /> reallocated funds of$275,000, totaling $1,255,000 to Cabarrus County Schools (CCS). CCS waited for <br /> the second month charter school count before pursuing these funds. These numbers were received in <br /> mid-November. CCS had an increase of 277 more students at the current ADM amount of$1,911 totaling <br /> $529,347.
