I <br />AGENCY PHILOSOPHY AND POLICY <br />Adoption is an important element in the continuum of services offered by our agency. The <br />belief that every child needs a safe, loving and legally secure permanent home guides the <br />delivery of adoption services and supports according to legal, professional and ethical practice <br />standards. A decree of adoption establishes the relationship of parent and child between the <br />petitioner and the child being adopted. The adoptee is entitled to inherit real and personal <br />property and has the same legal status as a child born to the adoptive parents. <br />Cabarrus County Department of Human Services Adoption Policy reflects the most current <br />legislation and adoption practice standards to ensure that the best interests and rights of <br />children are represented. Adoption Services provide safety and permanence for children and <br />involve very serious decisions affecting children, caregivers and potential adoptive families. <br />While the primary client in adoption is the child, Adoption Services impact birth families, foster <br />families, adoptive applicants and members of the Child and Family Team in implementing <br />services and supports for timely and successful permanence. Our process has been developed <br />to be family friendly. <br />TYPES OF ADOPTION <br />Preplacement Assessment required: <br />❑ Agency Adoption: The adoption of a child in the legal custody of the agency. The agency <br />completes or arranges for the completion of the family's Preplacement Assessment. The <br />Preplacement Assessment fee is waived for the placement of children currently in the North <br />Carolina foster care system. <br />❑ Independent Adoption: Direct placement of the child by a parent or guardian for the <br />purpose of adoption. Due to staff limitations and the availability of private adoption resources, <br />the agency is not usually involved in this type of adoption. The agency may accept a request for <br />a Preplacement Assessment depending upon the circumstances. In those cases, the potential <br />adoptive parents are charged a maximum fee of $1,500.00 for the Preplacement Assessment. <br />(Refer to Adoption Fee Schedule). <br />1303 S.
