Cabarrus County
Department of Human Services
March 5, 2015
To: Mike Downs, County Manager
From: Ben Rose, DHS Director
Re: Co- location of Partnership for Children
Over the past year, Cabarrus County Department of Human Services and the Cabarrus County Partnership
for Children have collaborated to form a "One Portal of Entry" for all subsidy day care services. The goal
of this collaboration is to improve the overall customer service and experience of Cabarrus County
citizens seeking to access assistance with Child Care. A part of improving this access would be co-
location of the programs.
In addition, co- location with the Partnership would provide the following additional benefits:
• Ease of Referrals: As Cabarrus County DHS refers clients to the Partnership, citizens would not
have to go to a different location to access their services.
• Joint Child Care Resource and Referral Center: Cabarrus DHS and the Partnership can create a
centralized and shared Resource and Referral Center for citizens that provides current information
regarding child care, programs, services, and online access.
• Cabarrus DHS and the Partnership work in partnership to serve families receiving Child Welfare
services and have several joint projects within this area. Co- location will only help to facilitate and
grow these collaborations.
I believe much benefit can be received by the Partnership establishing offices within the Department of
Human Services. Such benefits will be improved coordination, sharing of resources, and improved access
for the public. Thank you for your consideration of this opportunity.
1303 S.
