CABARRUS COUNTY <br />BOARD OF COMMISSIONERS <br />REGULAR MEETING <br />APRIL 20, 2015 <br />6:30 P.M. <br />AGENDA CATEGORY: <br />Consent Agenda <br />SUBJECT: <br />DHS - Senior Community Services Employment (Title V) Program <br />Divestment <br />BRIEF SUMMARY: <br />The Department of Human Services (DHS) is recommending divesting <br />itself of the Senior Community Services Employment Program and the <br />associated (Title V) grant. <br />CCOG Centralina Area Agency on Aging (AAA) is planning to apply for <br />the grant on behalf of counties within Region F, including Cabarrus <br />County. If received, the Agency would administer the program for <br />Cabarrus County. The Title V program assists persons ages 55 and older <br />in gaining employment training and work experience through subsidized <br />employment and training. However, due to a drastic reduction in slots over <br />the past few years, DHS recommends supporting the AAA and /or other <br />eligible agencies in their application for Title V funding. <br />The services will still be available to county residents through these <br />agencies if funding is secured. Citizens currently participating in the <br />program and placed within County departments in Title V slots will still be <br />maintained, and a small host match can be considered at that time to <br />subsidize those salaries. The transfer of these services from DHS would <br />allow the Department to focus the resources used for this program in the <br />mandated services areas. <br />REQUESTED ACTION: <br />Motion to adopt recommendation of divestment from the Senior <br />Community Services Employment Program and the associated Title V <br />F -4 Page 65 <br />
