CABARRUS COUNTY <br />BOARD OF COMMISSIONERS <br />REGULAR MEETING <br />APRIL 20, 2015 <br />6:30 P.M. <br />AGENDA CATEGORY: <br />Consent Agenda <br />SUBJECT: <br />Human Resources - Employee Benefits Renewal FY 2015 -2016 <br />BRIEF SUMMARY: <br />County staff would like to continue to offer two health plan options for <br />Cabarrus County employees in FY 2016. The two options include an <br />Open Access Plan (OAP) paired with a health reimbursement account and <br />a Consumer Driven Plan (CDP) paired with a health savings account. <br />Under both plans, employees share in the cost of insurance and <br />participate in the consumerism of health care costs. <br />The OAP design will change slightly from the current plan to maintain <br />compliance with the Patient Protection and Affordable Care Act (PPACA). <br />To maintain the health insurance plan design and premium structure, the <br />cost will increase from $6746.40 per employee per year to $7692.00 per <br />employee per year. <br />Staff would like to present two options for the voluntary employee -paid <br />dental coverage for FY2016. Option 1 - maintain fully insured plan. This <br />will require a 6.5% increase for the passive PPO option selected by the <br />majority of employees. Option 2 - change the dental funding from fully <br />insured to self- funded. This will allow employee premiums to remain the <br />same but will require cashflow support from the Health Insurance Fund for <br />approximately two years. <br />REQUESTED ACTION: <br />Motion to approve the FY 2015 -2016 benefits renewal. <br />EXPECTED LENGTH OF PRESENTATION: <br />F -6 Page 74 <br />
