CARDINAL INNOVATIONS HEALTHCARE SOLUTIONS — Community Oversight <br />Board <br />By resolution as a result of new legislation, the Boards of County Commissioners <br />of Alamance, Cabarrus, Caswell, Chatham, Davidson, Franklin, Granville, <br />Halifax, Orange, Person, Rowan, Stanly, Union, Vance and Warren Counties <br />agreed to be served by a single Area Authority operating as a Managed Care <br />Organization with a governance structure that will function under existing law, as <br />well as under the new governance legislation. It is in the interest of the public <br />health and welfare to create an Area Authority to operate North Carolina's <br />1915(b)/(c) Medicaid Waiver as a Managed Care Organization and to manage all <br />public resources that may become available for mental health, intellectual and <br />developmental disabilities, and substance abuse services, including federal block <br />grant funds, federal funding for Medicaid and Health Choice, and all other public <br />funding sources. The Community Oversight Board (COB) is part of Cardinal <br />Innovations Healthcare Solutions' governance structure. The COB consists of <br />three (3) members from each County, appointed by each County's Board of <br />Commissioners, and will include a County Commissioner or designee, a <br />consumer or family member, and another citizen or stakeholder; and one (1) <br />member from the Local Consumer and Family Advisory Committee, either the <br />Chair or other elected official. Appointments are for terms of three years. <br />CENTRALINA WORKFORCE DEVELOPMENT BOARD <br />This group serves as the governing body for a variety of programs and their <br />plans, including the Job Training Partnership Act, Work First (JOBS) welfare and <br />placement programs, the Older Worker Americans Act Job Training and <br />Employment Program, etc. The County Commissioners appoint 4 persons <br />representing Education, Organized Labor and the Private Sector (2) to serve on <br />this six - county, 20- member board. Appointments are for terms of two years. <br />CONCORD PLANNING AND ZONING COMMISSION <br />The Commission guides, reviews and regulates land developments within and <br />around the boundaries of the City of Concord. The County Commissioners <br />appoint one member who resides in Concord's extraterritorial jurisdiction area for <br />a term of three years. <br />HARRISBURG FIRE ADVISORY BOARD <br />The Harrisburg Fire Advisory Board advises the Town Council, Town <br />Administrator and the Fire Chief on matters of policy, administration and <br />operations. The board tracks the progress of the Harrisburg Fire Department's <br />key objectives as outlined in the annual report, reviews the Department's By- <br />Laws on an annual basis, and recommends changes to the Town Council for <br />final approval. <br />HARRISBURG PLANNING AND ZONING BOARD <br />This board reviews, regulates development within and around the boundaries of <br />the Town of Harrisburg and hears and decides on appeals of zoning within the <br />Town's jurisdiction. The County Commissioners appoint one person who resides <br />in the extraterritorial jurisdiction of the Town to serve for a term of three years. <br />Attachment number 1 <br />1 -5 Page 190 <br />
