COMPENSATION AND CLASSIFICATION STUDY <br />FINAL REPORT FOR <br />CABARRUS COUNTY <br />I. BACKGROUND <br />The Mercer Group, Inc. was retained by Cabarrus County to conduct a Classification and <br />Compensation Study for the Public Safety Departments; Sheriff, Emergency Management, and <br />Emergency Medical Services. <br />The County was seeking the services of a human resources consultant to: <br />Conduct a Compensation Study to evaluate the current pay structure of the above listed <br />Departments to ensure that the County is competitive within the market for those employees. <br />Conduct a Classification Study for the Public Safety departments to ensure that the current duties <br />being performed in these positions was reflected accurately in the placement of the positions in <br />the County's current salary pay grade structure. <br />II. METHODOLOGY <br />A. Compensation Study <br />The Compensation/Market Survey is a data - collection process which ensures a fair and <br />equitable comparison of the pay structure. The result of this process is the accurate <br />comparison of the County's pay plan with the pay plans of comparable organizations. <br />The primary objective of the market survey and analysis is to determine how the <br />compensation levels for the County s Public Safety job classes compare to that of similar <br />employers with whom the County must compete for employees. <br />The results of the market survey are used to accurately evaluate the County pay plan's <br />competitive position in the marketplace with regard to the Public Safety positions included <br />in the study, ensuring the ability of the County to recruit and retain qualified employees <br />and to provide an effective basis for managing salary costs. <br />Final Report for Review <br />The Mercer Group, Ine. <br />July 15, 2015 <br />Public Safety Classification and Compensation Study <br />Cabarrus County, North Carolina <br />Page 2 <br />F -4 Page 68 <br />
