Memo <br />To: Cabarrus County Board of Commissioners <br />From: Susie Morris, AICP, CFM, CZO, Planning and Zoning Manager <br />CC: File <br />Date: 7/20/2015 <br />Re: Proposed Adoption of the Town of Harrisburg Comprehensive Bicycle, Pedestrian and <br />Greenway Master Plan (PLOTHER2015- 00001) <br />• In 2010, Cabarrus County and the Town of Harrisburg partnered to update the Harrisburg Area <br />Land Use Plan ( HALUP). The updated plan was completed in the fall and adopted by <br />Cabarrus County in December of 2010 and by the Town of Harrisburg in early 2011. <br />• As part of that plan, a conceptual Transportation Network Map was created that included <br />alternate transportation routes, such as greenways, bicycle routes and multi -use trails. <br />• In the Spring of 2015, the Town of Harrisburg hired a consulting firm to assess the existing and <br />proposed alternate transportation routes that were contemplated during the HALUP process. <br />The Town asked Cabarrus County staff to participate in the process and to serve on the <br />Steering Committee. The Planning and Development and Active Living and Parks <br />Departments were both given seats on the Steering Committee. <br />• The project included multiple vehicles for public input including in person engagement <br />sessions (Harrisburg 5K and Harrisburg Town Hall) and on -line opportunities. Town and <br />county staff also used social media (Twitter, Facebook, County newsletter and Channel 22 <br />programming) to solicit input from citizens for the proposed plan and to encourage participation <br />in the planning process. <br />• As a result of the efforts by the town and the county to encourage public engagement, over <br />1,000 individual surveys were received from citizens providing input for the plan. <br />• Using the input from citizens, the steering committee and adopted alternate transportation <br />plans, like the Cabarrus -Rowan MPO Comprehensive Transportation Plan, NCDOT Bicycle <br />Routes for Cabarrus County and the Carolina Thread Trail, a plan was created that recognizes <br />existing alternate transportation routes as well as future opportunities for new routes to be <br />created and for service gaps to be filled. <br />• A public hearing to receive additional citizen input and comments on the proposed plan was <br />held on June 8 of 2015 at the Town Council meeting. After holding the public hearing, the <br />Town of Harrisburg Town Council adopted the Town of Harrisburg Comprehensive Bicycle, <br />Pedestrian and Greenway Master Plan that same night. <br />Attachment number 1 \n <br />G -3 Page 266 <br />
