North Carolina Wins 2015 Silver Shovel Award for Economic Development <br />North Carolina recently won one of Area Development magazine's 2015 Silver Shovel awards. The awards recognize <br />states for economic development efforts that drive significant job creation and investment in new and expanded facili- <br />ties. The annual Shovel awards measure factors such as innovative policies, infrastructure improvements, processes <br />and promotions. In particular, the magazine noted the impact of North Carolina's comprehensive tax reforms, which <br />dramatically bumped the state up from No. 44 last year in the Tax Foundation ranking of state business climates to No. <br />16 this year, the single largest jump in the history of the listing. The magazine invited all 50 states to submit infor- <br />mation about their top 10 job creation and investment projects. The awards process considered only those projects <br />that began to materialize in 2014 and assessed the number of high -value added jobs per capita, amount of investment, <br />number of new facilities and industry diversity of the 10 submitted projects.
