Timeline of Carolina Governmental Alliance: <br />February 7, 1994 BOC authorized Commissioner Fennel and Payne to work with County Manager <br />Witherspoon and Finance Director Blair Bennett to bring back a specific recommendation to the Board <br />regarding the self- funding of Cabarrus County Insurance. <br />March 21, 1994 BOC agreed to go with the plan for Cabarrus County to self -fund Workers Compensation <br />as presented by Mr. Bennett and to leave the Liability /auto /property coverage with the North Carolina <br />Association of county Commissioners Pool as it is today. <br />Memo to Sedgwick James of the Carolinas that Cabarrus County elected effective July 1, 1994 to self - <br />fund for workers compensation. The County was removed from the North Carolina Association Pool on <br />the effective date. <br />Memo to North Carolina Association of County Commissioners that is the County's intent not to renew <br />for FY 1997 -98. The County elected to self- insure for coverage related to Liability /auto /property. <br />Effective July 1, 1997, the County was self- inured for Liability /auto /property insurance. <br />The County held a partnership with Rowan County with the Non - profit Carolina Governmental Alliance <br />to handle the self- insured policies of both Counties. Throughout the relationship, no other County ever <br />joined the group but many were entertained. <br />On June 30, 2013, Rowan County dissolved its interest in the organization. <br />Current proposal before the Board is for the dissolving of the Carolina Governmental Alliance. There is <br />no financial benefit of this organization for handling the funds related to Cabarrus County's self- insured <br />fund.
