Who Conducted: <br />The Analysis of Impediments to Fair Housing was conducted by the Cabarrus County <br />Community Development Department staff. <br />B. Participants: <br />Cabarrus County staff interviewed staff from the City of Concord and City of Kannapolis <br />Community Development Divisions, the Centralina Council of Governments, the Central <br />Carolina Association of Realtors, Prosperity Unlimited, Habitat for Humanity, Cabarrus <br />County Planning Staff, ARC of Cabarrus County, NC Disability Rights and Resources, <br />Cabarrus County Department of Human Services, and City of Concord Public Housing <br />Staff regarding policies, trends, activities and perceptions in the area of Fair Housing in <br />Cabarrus County. <br />C. Methodology Used: <br />The Al includes an analysis of pertinent demographic data and a housing profile. The Al <br />includes an analysis to attempt to determine the types and extent of discrimination against <br />the protected groups within the County's jurisdiction. The format used to conduct this <br />analysis is a Fair Housing Planning Model presented to local government grantees by the <br />North Carolina Division of Community Assistance. Data was drawn from the 2000 and <br />2010 US Census, the 2009 -2013 American Community Survey, the Home Mortgage <br />Disclosure Act, and the EPA website. Additionally, staff reviewed local ordinances, <br />conducted interviews with housing agencies, planning and community development staff, <br />nonprofits and building and realtor organizations. <br />This document examines the demographics of Cabarrus County. It evaluates factors that <br />affect fair housing in Cabarrus County. These factors include characteristics such as age, <br />race, disability status, ethnicity, housing conditions, and income of families and <br />individuals in the County and its municipalities. Finally, it incorporates views and <br />information gleaned from the interview participants regarding views of impediments to <br />Fair Housing. <br />D.
