information regarding fair housing choice as well. Some of the nonprofit and <br />local agencies also produce affordable housing. This helps expand housing <br />choices for the clients and protects against steering activities by rental agencies <br />and /or realtors. <br />4. Transportation. A TDD number is used for accessibility to public services. <br />Cabarrus County provides a van service for transportation for elderly and disabled <br />residents to required appointments and services. The local Metropolitan Planning <br />Organization through the CK RIDER has expanded the local bus service to <br />include a wide transportation network. Connections can be made to Charlotte <br />DOT and other transportation networks. These connections increase housing <br />choice through providing adequate transportation to get to employment centers, <br />services, and medical care. Other methods of dealing with transportation <br />accessibility issues are zoning and planning regulations which are encouraging <br />dense development in areas where utility services already exist. Some <br />jurisdictions provide bonus densities for redevelopment or infill projects. One <br />purpose of these programs is to create density along transportation corridors to <br />expand housing and transportation choice. <br />5. Affordable Accessible Units. Nonprofits who support individuals and families <br />with disabilities report a shortage of affordable accessible housing units. These <br />agencies have expressed a need for supportive and transitional housing units to <br />serve their clients. The Cabarrus Continuum of Care Network has been working <br />on acquiring grants and has tried to develop some of the needed units. The Arc of <br />Cabarrus and Union Counties developed an apartment complex in Union County <br />to serve persons with developmental disabilities. Cabarrus County will support <br />their efforts to pursue these grants and will work with the nonprofits to ensure that <br />discrimination of protected groups does not occur and that housing choice is <br />expanded. Additionally, modifications may be made on qualified client's homes <br />through Home Care Community Block Grant and Community Development <br />Block Grant grants in order to expand accessibility. Clients will be referred to the <br />Department of Human Services and other agencies to ensure that income gaps, <br />due to slow coming disability awards or other income disruptions suffered by <br />persons with disabilities have a minimal effect on housing choice. <br />51Page <br />Analysis of Impediments September 2015 <br />Attachment number 1 \n <br />F -6 Page 97 <br />
