any individual wishing to report an incident to submit, in writing, the complaint to <br />the County's Planning & Development Director. The Planning & Development <br />Director's address and phone number is published in the complaint procedures in <br />Spanish and TDD. If the Director cannot resolve the complaint, the complaint is <br />referred to the NC Human Relations Commission, which has been charged with <br />investigating Fair Housing Complaints within North Carolina. Every effort is <br />made to resolve any complaints at the local level. The Cabarrus County Planning <br />& Development Director has received no housing discrimination complaints in <br />the past ten years. All complaints received have fallen under Landlord Tenant <br />Relations. <br />3. Do you have an Affirmative Marketing Plan? No written plan exists to <br />affirmatively market housing. Cabarrus County has administered the CDBG <br />Concentrated Needs Program in areas of low income, minority concentrations to <br />improve the quality and value of the neighborhoods. Additionally, Cabarrus <br />County administers a number of housing rehabilitation programs that allows staff <br />to address many housing and accessibility needs. In some cases even rental units <br />may be upgraded for mobility. The ability of staff to meet so many needs reduces <br />the number of fair housing complaints. Cabarrus County also works with local <br />nonprofit housing agencies to affirmatively market. These agencies have many <br />resources, such as down payment assistance, homebuyer and budgeting education, <br />and homeownership classes to help clients find the most suitable housing choices <br />available for their budget.
