Development to submit a grant for a tax credit elderly housing project. This <br />project will provide more affordable accessible housing for elderly persons and <br />families in this community. <br />L Is there an identified community need for the construction of more <br />affordable housing? Staff is unsure regarding construction for homeownership <br />due to market changes since the recession. Tax values are expected to begin to <br />rise again with the next revaluation. This increase may compound problems for <br />low to moderate income persons with acquiring loans for wider housing choice, <br />however, there is a definite need for rental affordable housing. A lot of new <br />rental units are being constructed, however, many of these units are not <br />considered affordable by HUD standards. <br />10. Environmental Discrimination <br />a. Identify the location of hazardous materials within the community. Are they <br />disproportionately in areas of minority or low- income concentration? See <br />Appendix C for a list of locations. The sites are not disproportionately in areas of <br />minority or low- income concentration. <br />b. Identify any superfund site within your jurisdiction. Are they located <br />disproportionately in areas of minority or low income concentration? See <br />Appendix D for a list of active and archived superfund sites. The sites are not <br />disproportionately in areas of minority or low- income concentration. <br />c. Identify any site selection policies or procedures that may contribute to the <br />concentration of environmental hazards in minority or low- income areas. <br />There are no local policies or procedures that would attempt to locate hazardous <br />sites near low- income areas. Usually environmentally hazardous uses are directed <br />to industrial zonings. If a property is proposed to change to a more intense use, <br />properly noticed public hearings are held so that input may occur by affected <br />parties. Many of the low income and minority areas in Cabarrus County are large <br />and are mostly residential. <br />d. Identify any local, state, or federal efforts to remove environmental hazards. <br />Much of Cabarrus County is served by public water and sewer systems, thus <br />reducing the use of failing septic systems and contaminated wells. Cabarrus <br />County has applied for water and sewer infrastructure grants to supply low to <br />moderate, often minority, communities with public services. The City of Concord <br />has administered Brownfield grants to clean up environmental hazards. One <br />Superfund Site in the City of Concord was cleaned up under the oversight of the <br />EPA. <br />e. What barriers exist to the removal of environmental hazards from the <br />community? A lack of money and community resources to clean up <br />environmental hazards.
